To obtain this item it costs one tier four token (Gloves of the Fallen Defender) which can be obtained by killing The Curator in Karazhan.

This is part of Arena Season 1 Set (lvl 70) . You can obtain this item from 『打擊者』凱齊克 in 虛空風暴 for 750 or1000 .For people who can't be bothered looking through Area 52 for him, he is inside the building closest to the flight point, obviously inside the walls.

You can also purchase this item from 凱立娜 in 奎爾達納斯之島 with appropriate token . Here is a list where you can obtain them.
