Wastewalker Gloves drop in normal, but the rate is abyssmal.
It took me 2 days of instancing Shattered Halls nonstop to get the drop. But I did, and they are the best pre-raiding Bear Tanking gloves in the game, with great dodge and stamina, and the sockets allow for them to be even better. Greater than the Verdant Gloves quest reward for tanking.

The Bear Tanking Gear List lists them as the greatest damage mitigation in game at the moment.

i put 2 wicked noble topaz in and got .16% crit chance and 90 ap. these gloves are actually better than cobrascale gloves (http://www.wowhead.com/?item=29503) once they have gems in them
