On the first day I did the 仲夏火焰節慶 event to kill 艾胡恩 a total of 35x on two accounts (70x 冰寒寶物袋 in total) and I have received the following items.
25x 幻象：死亡冰霜
7x 艾胡恩的冰霜鐮刀
3x 公式：附魔武器 - 死亡冰霜
1x 『極寒凍骨之鐮』格拉夫力斯 (First attempt on the account, character and day)

Theory: I've seen the new items drop for 8 people and they all confirmed that it was their first attempt of the day, so I'm positive there's a chance to receive one of the new items on your first attempt of the day. I can't confirm drops from consecutive runs.

The upcoming days I'll be doing 1 daily run on 5 accounts. Example of loot on 5 accounts

Here's a list of the all the new items you can receive from the 冰寒寶物袋.

Day 13 Today I tried the new method explained by Killaks and I can confirm that it works! I've received the 『極寒凍骨之尖』格拉夫力斯 polearm transmog as my last item after opening 4x 冰寒寶物袋 without auto loot off! (Fourth attempt and fourth character on the account) Screenshot

We’re changing the way the loot system for the holiday boss drops work. We have increased drop rates significantly for the first boss kill on a single account. Only the first attempt on a single Battle.net account will be eligible to receive the item drop, however. For each subsequent daily attempt on the boss with a single Battle.net account, the chance for the item to drop will increase and continues to accumulate for each failed attempt. This change will allow players to spend less time working to earn a specific dropped item while providing an increasing opportunity to get that item during the holiday.

Tldr: There's no need to use alt army to farm it since only the first bag per day may have the item. But doing it once every day will gradually increase the drop rate.

Got it from the first kill of the day with a blood DK.
This mean u can get the Mog's with all classes.

I received 『極寒凍骨之尖』格拉夫力斯 today on my first kill of the day on a level 72 paladin in holy loot spec from 冰寒寶物袋.

I can confirm that you can get both transmogs. Even if you already have the staff (orange), for example, the polearm (orange) can still drop. The same will likely be true for the blue one.

I got the staff version of Glazfuris on Thursday. It also show up in the polearm as well. I have Rethfuras staff version, but missing the polearm version.

There is currently a way to bug the drops in the daily EPIC bag, follow the steps below if you want to do it.

MAKE SURE you turn off auto loot on every single character you do this on.

1. Turn off auto loot.
2. Do the LFG boss on a fresh toon of that day.
3. DO NOT LOOT BAG CONTENTS.
4. Open bag.
5. If an item you need or have not collected yet is in there, loot the ENTIRE bag and repeat again tomorrow. This will count as your first daily loot of the bag.
6. If an item is NOT in there, then DO NOT loot ANYTHING.
7. DELETE the bag. This will NOT count as your first daily loot of the bag.
8. Get on another character, and repeat until item you want drops.

I just did this today and it still works, got an item I was missing after 15 characters. Specifically one of the 5 new transmog items.
