Anecdotal at best, but it appears you can only get this toy after using the 璀璨黃水晶 in the southern most chamber of the vault for the buff 微光寶庫裂片 in the Forgotten Vault and killing the a rare ( 『飲海者』岡洛德, 裂片之歌, or (only during the storm event) 『遺忘幽靈』克斯維爾)in the vault (had ~10 kills without the buff, no item; 1 kill with buff, got the item )

The toy grants a 15m version of the 微光寶庫裂片 buff from the 璀璨黃水晶

Currently, the effect appears to not show whilst mounted; although the buff effect persists and you revert to the toy effect on dismounting. It's probably a bug as your size change is still active, so I submitted a report in game.

It's still a bit early to jump the gun on stats, but it looks like Gunnold has the highest drop rate. If you're camping though I would suggest 『遺忘幽靈』克斯維爾, who appears to have the lowest respawn timer of the bunch (5-15 min from what I and others have seen so far). I got it after two 5 min respawns (so 3 kills, just over 10 minutes total).

Got 微光寶庫裂片 on the second try. 裂片之歌 spawned twice within five minutes and got on second kill. Waited for 2.5hr for him to spawn.

I really wanted the toy.
1. Enter the Forgotten Vault where the 3 Rares will spawn that drop the toy (entrance in the Sacred Hollow 50.16 / 15.69)
2. You can see the Rares spawn on the mini map down there
3. I camped sporadically over 2 days
4. The RNG on the 3 bosses to spawn was too unpredictable to give reliable data here:
• Shardsong was up the most. Anywhere from 15 minutes to 1.5 hours!
• Gunnlod the Sea-Drinker made 2 appearances (now 3)
• Ksvir the Forgotten never made an appearance
5. Toy dropped off Shardson after 15 kills. I had killed him 7 times previously that day.
6. Both Rares were easy solo for a 609 Protection Warrior
7. Gunnlod spawned whilst writing this, so I killed it. Toy dropped again as I was yet to add it to my Toy Box. Sadly, its Soulbound.
Can’t be too rare.

farmed around 125 loots (not 125 kills) between two accounts before this finally dropped ... i would not trust the 10 or 20% drop rates listed

I decided to camp Ksvir the forgotten and got it on my 7th kill in a row. he respawned every 6 minutes straight on my attempts

I got the toy after 19 kills of 『飲海者』岡洛德 (he finally dropped it) and 23 kills of 裂片之歌 in the The Forgotten Vault (it wasn't the first kill of the day with the character).

My farming tip: In the non-storm phase, go into The Forgotten Vault and wait at coordinates 51, 42. From there you have the same route to the two rares. If neither of the two rares is there, search for “zek” for realm hopping in the group tool. Make sure to click on fresh groups so that the group lasts long enough, as you will be phased out after disbanding. You can loot both rares an infinite number of times per day and character.
