I don't think these are account bound because I bought these on my Alliance Warrior {for another character} and it doesn't show up in any of my other plate wearer's appearance boxes :(

For some reason, these and the other plate legs are for sale for about 24g. Every other pair of pants this vendor sells cost 2 Marks of Honor.
