A player with 卡茲阿爾加剝皮 and 40x Knowledge Points spent on Trained Tracker can create 極效野獸誘餌 from 醃肉存貨 and use them In The Rumbling Wastes in 鳴響深淵 to spawn 板岩之牙 (9915K health in Build 11.0.2.55399). Like other Elusive creatures spawned by Skinners, he won't reward zone-specific reputation, but I got 1x 優良野獸尖牙 (and other materials) on skinning the corpse with a Level 72 or higher.

So this takes a total of 40 Profession points in skinning before anyone in the game can even get it in order to make a weapon. How the heck is this supposed to go the first few weeks?

I skinned this with 4 different toons at the same day and only first character got a loot, others have only empty loot bag. Not sure about that but it can be 1 per Account(Warbound) or maybe just unlucky loots.

Hi there, so i wondered does the cd of skinning mobs reduce the cd of the possibility of getting the fang?

While the Lure can be created and the Rare lured as many times as you want, it appears that getting the fang from skinning can only happen once a day. I believe it's reset happens at normal reset time since I skinned one at 9:00 PM and then again around 10:00 AM.

FYI if you're low level - rather than despawn, this thing will fall over dead on its own after about 10-15 minutes, and then you can skin it.

Drop the lure, do a couple close, quick dailies and then come back and grab it.

Characters who learn 卡茲阿爾加剝皮 and put 40 Knowledge points into Trained Tracker in "Luring" Specialization can craft 極效野獸誘餌 from 醃肉存貨 (cheap Cooking material from AH). This lure can be used in a place called The Rumbling Wastes located in /way #2214 62.09, 50.62 鳴響深淵. After using the lure the Elite mob 板岩之牙 will spawn with almost 10 million HP. Killing it rewards no reputation or special loot, yet Skinning it grants 優良野獸尖牙 which currently costs roughly 3500-4000 gold in AH.

This fang can be obtained once per day for each character and it doesn't matter whether the mob was summoned by you or by some other player. Cooldown refreshes in server time in a fashion of usual dailies, so there is no need to wait 24 hours after Skinning that mob.
In order to obtain the fang, the character must be at least level 72 and have 卡茲阿爾加剝皮 learned. To craft the lure and summon the mob you still need 40 Knowledge points in Trained Tracker.
Summoned mob automatically dies after 10-15 minutes, so if your character's level is lower than 80, you can just wait the mob's auto-death and then use Skinning on it.

Here is a guide how to reach 40 Knowledge points in Trained Tracker quickly from the scratch.

First, you need to master your 卡茲阿爾加剝皮 Skill to 25. It can be easily done by Skinning any animals in the very first TWW zone 多恩島. After reaching Skill 25 you'll be able to pick a profession Specialization — the desired option is called "Luring". Now you need 50 profession Knowledge points to put 10 into Luring and 40 into Trained Tracker.
Then you need to collect all of the profession treasures in TWW zones, which grants 24 Knowledge points in total:

3 more Knowledge points should be obtained by completion the weekly quest from the Skinning Trainer 吉娜 /way 54.4, 57.6 多恩諾加. Now you have 27 Knowledge points.
10 more Knowledge points should be obtained by purchasing the book 剩餘軀殼的用途（如何將它們拆開） from the trader 卡瑪 /way 43.2, 20.6 蛛絲城 located in 阿茲-卡罕特. The book's cost is 565 卡吉. Keep in mind that 卡吉 can be transferred between your Warband characters. Now you have 37 Knowledge points.
Completion the simple quest 製作並下訂 from 羅迪菈 /way 59.2, 55.8 多恩諾加 awards you a bag which contains some materials of your choice plus 350 工匠之敏銳. 萊睿達 stands nearby and is ready to sell you a book 模糊剝皮師筆記 for 200 工匠之敏銳. The book grants you 15 Knowledge points and thus you now have even more than required — 52 points.
After putting 10 Knowledge points into Luring and 40 into Trained Tracker you'll finally learn how to craft 極效野獸誘餌 and summon the mob 板岩之牙.

This is by far the easiest method of casual gold making, so prepare your army of alts.

By adding the southeastern region leading to Undermine, patch 11.1 has put the coordinates in The Ringing Deeps out of whack.
Consequently, the above mentioned coordinates are now incorrect and you need to go quite a bit more to the west for luring the beast.
