With the launch of Patch 10.0.7, the reintroduction of several old crafting recipes removed with the retirement of the original Zul'gurub raid are now once again available. Here's how to obtain them:

Collect 碎裂的哈卡萊寶石 and 破碎的哈卡萊寶石 from the 祖爾格拉布 Heroic Dungeon. They're located in the center of the zone, inside the pyramid where you fight 破神者金度.
Rather than take the stairs up to the boss, go around either side to enter the interior of the pyramid.
They're rather easy to miss, lying on the ground by one of the gongs near the southern entrance.
Note that the Shattered Bijou is only available during the second phase of the Jin'do encounter, while inside the spirit realm. It's in the same spot as the Fragmented Bijou.

Combining the two will create 復原的哈卡萊寶石, which can be turned in to 商人林沃斯 in Zandalar. Alliance players beware, you'll probably need a quick exit after turning it in.
Turning it in will earn you 殞落帝國的聖物, which unlocks account wide access to the reintroduced ZG recipes and crafting materials.
A version of Rin'wosho will now be available inside the dungeon by the entrance, selling recipes/ensembles.

Additional Notes:

Items needed to buy the recipes/ensembles won't drop until after you've finished the achievement.
All the items needed to buy the recipes & ensembles can be farmed within the dungeon.
All the troll mobs in the dungeon have a low chance of dropping Hakkari Bijou and Coins, even the neutral ones like 古拉巴什難民.
All the trolls mobs have a low chance of dropping 極效魔精
Bosses are guaranteed to drop one Hakkari Bijou.
Bosses have a low chance of dropping 一大袋寶石, which contains several Hakkari Bijou.
Bosses have a low chance of dropping tradable ancient patterns like 遠古圖樣：折磨者手套
古拉巴什貢品 have a low chance of dropping epic ancient patterns like 遠古設計圖：劇毒劫奪者
Alchemists with 300 skill in Classic Alchemy can interact with the in the Cache of Madness to learn how to craft 古拉巴什瘋狂魔精.
Skinners can get 原始虎皮 and 原始蝙蝠皮 from the Bats/Tigers in the dungeon
Fishing can yield caches like 撞傷的古拉巴什寶箱 and 珍寶硬幣袋, which can contain Hakkari Bijou and Coins, or removed items like 提古勒的魚叉.
You can exchange Coins for 贊達拉交易貨幣 from a repeatable quest offered by Rin'wosho inside the dungeon. He'll only offer the quests if you already have the coins needed.

From the Patch Notes of March 27th 2023 : Brazier of Madness, Shattered Hakkari Bijou, and Fragmented Hakkari Bijou no longer have a level requirement.
The minimum level required to enter the instance is still 35 though. So in essence, that would be the actual minimum level requirement to obtain the Bijou.

In the southeast corner of the base of Jin'do's pyramid, you will find both fragments.

破碎的哈卡萊寶石 can be found outside of the spirit phase (before fighting Jin'do) whereas 碎裂的哈卡萊寶石 will be inside of the spirit phase (while fighting Jin'do).

They are both located at the same spot (next to the gong), and you may have to zoom in to see them.
