You will need to craft and bring Alchemy 龍族抑制粉 profession Artisan Curios item to summon the rare (or just wait for someone else to summon it)
Recipe vendor is 商人哈嘉絲 and潮濕粉塵 reagents is random drop from mobs
Rare can randomly spawn in 1 of several locations (tomtom ways below). Use the item on 熾烈火盆 object
Player who summons the rare gets 召喚者的好運 and bonus loot

Rare is a part of 禁忌之境冒險者 & 禁忌之境勇士 achievement.

This can drop for non-alchemists, who can use it to work order 龍族抑制粉 from an alchemist. There's even an NPC, 辦事員金炫, ready to take your order right from the Morqut Village dock.

Just looted this while I was messing around in The War Creche, got it from one of the many blue dragon npcs on the bottom floor.

I'm convinced this item doesn't exist in-game. I've had all the other rare spawn items drop except this one, some even twice! T_T.
