As the prof guides mention, one of three DE mats along with 神聖裂片 from rares and above (It seems that when DEing rares, some dust will drop alongside the sacred shard), and 永恆水晶 for epics. In Week 2 of release it seems like prices have kinda stablised out and it's quite difficult trying to find profitable DEs straight off the AH, especially with DE RNG.

When disenchanting, how much does one generally get?

My results from disenchanting batches of 20 罩影布護腕 are:
Batch 1: 50 靈魂之塵
Batch 2: 49 靈魂之塵
Batch 3: 49 靈魂之塵
Batch 4: 55 靈魂之塵
Batch 5: 51 靈魂之塵

Now the crafting costs are:
3 罩影布 (~1.5g on my server): 4.5g
3 半影絲線 (7.2g with boralus rep discount): 21.6g
Total cost to craft 罩影布護腕: 26.1g

If we take an average of 2.5 dust per disenchanted piece, then 1 dust costs about 10.44g.

If you're a tailor, you probably have hundreds of cloths just lying around, so it should be a little cheaper.
