Is there any special way to get this quest item? It is the only one missing for me, and for some time now :(

Edit: it seems I wasn't clear in my question. I know it is from Island expedition and I know where to turn it in. I just can't get this one for months and months now. The other quest items dropped pretty quickly for me, I destroyed I don't know how many duplicates of other items. For some reason I can't get this last one :(

Don't forget to turn this in I had to talked to Zidormi and go back in time to find the Commander Kamses; took me while wondering why he wouldn't talk to me normally.

Just received this on Skittering Hollow island expedition with nerubians as the main enemy, if it helps anyone who still needs it and wasnt sure where to get it.

Got the Glittering Scarab yesterday. Not sure if this is relevant but there was a Tolvir Invasion and we found a portal with a Tolvir named Prince Albari inside. I read the item drops from Tolvir and possibly a named Tolvir called Vicar Djosa but I cant remember if we killed him also. (the islands for the week were Jorundal, The Dread Chain and Un'gol Ruins but I am not sure which one we were on - possibly Jorundal ).

Just got mine from Verdant Wilds with Primal Druids & Tol'vir invasion. The Tol'vir mobs I killed were Cleric Azzad, Prince Abari, Vicar Djosa (inside the portal), and Amathet Heirophant/Archer/Zealot/Priest. The drop rate seems pretty low. All you can really do is keep queuing and hope for Tol'vir invasions and that they will drop the item for you. It was the last thing I needed for the title and it took A LOT of runs. Good luck guys, I hope you get yours soon.

Finally received this today from a Tol'vir invasion on Skittering Hollow with Troggs. The rarest quest item by far. Expect to see one invasion every 30+ islands. It is well worth doing this 'solo' on mythic with 3 accounts to maximise your chances. Unless you want to inflict even more pain on yourself. It takes <8 minutes of low attention span for each solo clear. The alt that never left the boat got the quest item - figures.

I killed all 5 packs: Prince Abari (portal), Prophet Lapisa, Commander Husan, Brother Maat, Rare-less Zealot/Enforcer/Priest/Archer pack.

I got 發光甲蟲 after 779 island expeditions.

Primary Enemies/Island Theme Creatures :

The island was Skittering Hollow with Troggs as the Primary Enemies/Island Theme Creatures.
So Tol'vir were not the Primary Enemies/Island Theme Creatures.

Event Creatures :

Pirates were the Invasion Event Creatures.
Tol'vir were not the Invasion Event Creatures.

Other informations :

There was a random Tol'vir group enemy, with 教士伊札德 as a rare.
I did not killed any of them, but someone else did.
I did not loot the chest, but someone else did.
I had previously killed 教士伊札德 and the 發光甲蟲 did not drop.
They were not in a portal.

Just finished the achievement today. Since the last item did not drop during the BfA, I was trying to set a daily goal (1 solo heroic per day).

My missing item was the 發光甲蟲 from Tol'vir. It was kinda hard because the Tol'vir are not main enemies but visitors, so I just had to be lucky with either meeting a random small group on the start of the island or have them as visitors.

Now, I found it by having them as visitors, so I tried to kill every single one of them. It is not 100% since I had them as visitors another time as well, and it did not drop back then. I did not kill a special rare or something; I always killed everything!

I finally received this item this week from an invasion in the Verdant Wilds with Keepers of the Grove as the main enemies. Additionally, I did see 2 Tol'vir invasions in Havenswood that did not drop the item.
