Decorations can only be seen in level 3 Garrisons. You can request 伊茲‧荷莉菲索 to remove them, change which holiday decorations appear, or if you want them back you can ask her to redecorate your Garrison. Decorations can be added back to your Garrison at any time (even outside the holiday), and they will remain in your Garrison until you ask 伊茲‧荷莉菲索 to remove them. So if you want pumpkins all year round you can! If you want candy canes and Winter Veil trees during the summer go for it!

During Hallow's End and the Feast of Winter Veil, locals may drop in and request your aid against some of the denizens of Draenor. They'll surely be willing to part with some festive supplies!

Winter Veil Decorations:

These will add Winter Veil themed decorations to your level 3 garrison. Each costs decoration 5 歡樂補給品 each.

交織光芒之球	"A festive display of lights and wreaths."	Places wreaths and lights throughout your garrison.
進口的樹群	"A festive collection of trees and presents."	Adds Winter Veil trees with presents throughout your garrison. At this time it is unknown if Father Winter will deliver presents to your garrison on Dec 25. These are nothing more than decorations.
小幫手們	"Winter Veil helpers and a Winter Wondervolt."	This adds pairs of 小小雪仗兵s to your garrison who have snowball fights if you're Horde or 小助手s if you are Alliance, a PX-238冬幕歡樂製造器 machine for easier access to change into a little helper, and the dancing goblin, 小雷夫, who you can chat with if Horde or you can chat with 艾瑞克 who is getting presents ready on the Alliance side.
節慶裝束	"Dress your garrison guards for the season."	Puts your guards in Winter hats, with and without the Winter Clothing (colors dependent upon your faction) and 華麗冬幕毛衣 (this is dependent on which race you have as guards). This will also put the title of "Jolly" or "Merry" on some of those who have the outfits on (e.g., Jolly Sentinel, Merry Guard, etc. ). Out of Alliance Gnome Guards do not. This also adds 雪人 to your garrison. You can chat with him, but he does not respond to emotes.
老舊的裝飾盒	"A collection of candy canes, mistletoe and stockings."	Hangs stockings throughout your garrison, lines the paths with candy canes, and decks the halls with mistletoe.

Win ter Reve ler do not seem to be a part of any of the decorations, but will disappear if you have any Winter Veil decorations and ask 伊茲‧荷莉菲索 to remove them. Not sure if these are tied into the decorations or are just seasonal guests.

Decorations FAQ:

A. Do they disappear after the holiday?
Q. No they do not. They will remain in your garrison until you ask 伊茲‧荷莉菲索 to remove them.

@Muffinus: Permanent, and you can turn your garrison into Halloween any time of year.

A. If I have 伊茲‧荷莉菲索 remove them are they gone for good, and have to rebuy them?
Q. No, you just need to ask 伊茲‧荷莉菲索 to redecorate when you want them back.

A. Are these BOP?
Q. No, they are account bound. So you can do the dailies and buy them on an alt then send them to another character (on your account) to use in their garrison. This means if you have 5 level 100's with level 3 garrisons you could get all the decorations for one character in one day. Remember though that the actually item you buy is consumed upon use. So you can only use it to decorate 1 garrison. You will need to buy more if you want that decoration on any of your other garrison.

A. Can I use them on a level 2 garrison?
Q. Yes, but you will not see the decorations until your garrison is upgraded to level 3.

A. Can I have individual items turned off?
Q. No, once you add the decoration you can only ask for all that season's decorations to be turned off or on.

A. Can I have a decoration removed completely from my garrison and keep the rest?
Q. It does not appear to be an option.

A. Can I have both Hallow's End and Winter Veil decorations up in my garrison at the same time?
Q. No, you cannot have both seasons at the same time. You can only have one, the other, or none.

A. Can I have all 5 decorations from one holiday displaying in my garrison?
Q. Yes, you can have all 5 decorations up in your garrison.

A. Can I buy the decorations at any time or just during the holiday?
Q. You can buy them at anytime if you have the currency for them. However, you can only earn the currency during the respected holiday season.

A. If I don't use the decoration before the holiday ends does it disappear?
Q. No, the decoration item does not require a holiday. Thus it does not expire once the holiday is over.

A. Do I have to get the decorations for each of my garrisons or if I add them to one they will show up in all?
Q. You need to get the decorations for each garrison you would like to have them in.

Winter Veil Dailies:

Dailies requires you to be level 100 and in a level 3 Garrison, and takes place in Frostfire Ridge near Bloodmail Slag Mines (46, 28).

壞心鬼	x2	Locate and kill 壞心鬼. Anyone who does damage to him will get credit for the kill.
兇惡小壞壞	x1	Kill 8 小壞壞s. They have a fairly quick spawn, and will be guarding the children and presents.
多麼糟糕的禮物啊！	x1	Use the 開心炸彈,in your bag, giving you area target to toss the 開心炸彈 on 5 不尋常的禮物s. There is a min range for these, so stand a bit back away from them, and you can continue to target the one in the same location each time it spawns.
孩子不見了？	x1	Locate and unlock cages that kidnapped children are in. Need to rescue 6 children, and cages will free multiple children.

Dailies FAQ:

Q. Can I only earn the 歡樂補給品 during Winter Veil?
A. Yes. The quest givers will only visit your level 3 garrison during the Winter Veil holiday.

Q. What level do I have to be to get the dailies?
A. You need to be level 100 to get the dailies.

Q. What level does my garrison have to be to get the dailies?
A. Your garrison needs to be level 3 for the quest giver to show up in your garrison.

Q. Who is the quest giver?
A. Winter Veil daily quest givers are 艾爾蜜 (A) or 皮佐 (H).

Q. Where is the quest giver located?
A. During their holiday season, you will be able to find them next to 伊茲‧荷莉菲索 in your garrison.

A. There are 4 total dailies.

Q. How many 歡樂補給品 can I earn each day?
A. You can earn a total of 5 for each level 100 character you have with a level 3 garrison.

Q. Can I go to my friend's level 3 garrison and get the quests?

This is one of the five garrison garrison decorations introduced for Winter Veil 2015. It can be purchased with 5 歡樂補給品, obtained via a set of daily quests from your garrison.

Below is a guide to earning and spending 歡樂補給品s.

EARNING 歡樂補給品 Each holiday has 4 associated daily quests. Three of these quests reward 1 歡樂補給品 each, and one rewards 2 (for a total of 5 歡樂補給品 per day). All of the quests require a level 100 character with a level 3 garrison. All Winter's Veil quests are completed in a quest area in Frostfire Ridge, centered around roughly (45,28). 歡樂補給品 are used exclusively for items sold by 伊茲‧荷莉菲索 - mostly garrison decorations. After you have acquired all 5 different Winter's Veil decorations and the toy (鑽孔坦克遙控器), the 歡樂補給品 can be used to purchase 蠻荒禮物s from 伊茲‧荷莉菲索 (5 supplies each). 小幫手們	歡樂補給品 X 5	This decoration puts pairs of 小小雪仗兵s in your garrison (I counted a total of 5 pairs, 10 total) that throw snowballs at each other periodically, and spawns 小雷夫, a festively garbed dancing goblin. It also puts a PX-238 Winter Wondervolt machine just outside your garrison town hall that will transform your into a Little Helper. Useful for the Winter Veil achievement 朋友的小助手.
節慶裝束	歡樂補給品 X 5	This decoration dresses your guards in festive Christmas outfits (i.e. green or red Santa hats with or without Santa suits). It appears to be random as to how completely your guards will be dressed - some will have only Santa hats, while others will have a full Santa garb. Note that Ugly Christmas Sweaters are not part of these outfits!
老舊的裝飾盒	歡樂補給品 X 5	This decoration places candy canes along the edges of the paths in your garrison, and within your town hall will place a few hanging mistletoe and stockings.
蠻荒禮物	歡樂補給品 X 5	Gift that contains ONE of the following: - 300 油料 - 300 要塞資源 - 1000 頂尖水晶 - 燃燒軍團勳章 - 冰凍的英雄武裝 - 靈敏心智藥劑 - 壞心鬼的爪牙
鑽孔坦克遙控器	歡樂補給品 X 5	A toy that is part of the Crashin' Thrashin' Iron Armada set (collecting them all grants the achievement 鋼鐵戰隊)

Some notes about the decorations outlined above:

Each character can buy 1 decoration per day, as the four dailies for each holiday provide a total of 5 歡樂補給品 per day.

The decorations are account bound, and can be sent to your other characters. As such, you can do the dailies on 4 alts and have all 5 decorations on your main on a single day!
They can only be displayed in a level 3 garrison.
Multiple decorations can be active in your garrison simultaneously.
Right-clicking a decoration to "use" it applies the effect described above to your garrison, and consumes the item. This effectively "unlocks" that decoration for your character, and it will be applied any time you choose after that.
You can speak to 伊茲‧荷莉菲索 and select "The party's over. Get rid of these decorations, Izzy." to remove the decorations.

If you have cancelled the garrison decoration as above, speaking to Izzy again and selecting "Make my garrison ready for a Winter Veil party." will reapply all Winter Veil decorations you have unlocked.
If you have unlocked more than one decoration, the above actions (to remove or restore the decorations) will do so to ALL decorations from the specified holiday, not just selected ones.

Decorations for Winter Veil and those for Hallow's Eve are mutually exclusive - you can only have Hallow's Eve or Winter Veil decorations active at any given time, and not both simultaneously.

You can switch from Winter Veil to Hallow's Eve decorations and vice versa by speaking to Izzy - this will overwrite one with the other, although you can switch back at any time.

The currency for the decorations (enabling you to buy them) is only available during Winter's Veil. As such, these decorations can only be acquired then. However, the decorations can be applied to your garrison (after you have unlocked them) all year round!
The decorations persist in your garrison until cancelled, across more than one day, and even if you log out.

I completed a set of dailies to get some Winter Veil cheer in my garrison. I have purchased nothing but there are already trees with lights and presents in my garrison. Is this a waste of Merry Supplies? I don't want to buy them and find I have the same trees. I don't know why I have trees with lights and gifts already. Is it possibly from having the achievement for this world event? Any input would be greatly appreciated.

Of course I figure out how to put all the pretty printing quest checks into one macro After I post the long way. Leaving the long post up in case it helps people craft their own macros for other things. Here is the < 255 character way of checking all 5 Feast of Winter Veil decoration items:

If you are attempting to determine which decorations you have purchased you can use these commands, I split them up with the thought that people would assign them to macros:

Check all Winter Veil items, this macro is 251/255 characters used

I like how these show a green Yes or a red No if the quest is complete. I added the showtooltip to show the icon for these items. The length of these checks are between 164 and 170 characters. Too long to fit more than one command per macro:

If you like the individual macros and still want the convenience of a single button click to check all 5 items you can create a macro that will click all five buttons you have assigned. To find out which button the macro should click use /fstack and when you mousing over the button it will show you. Example ActionButton6 or MultiBarBottomLeftButton8. And then create a macro like this:

/click ActionButton9
/click ActionButton10

The above example is setup with the default UI, I have changed the main button bar to be bar 2 and assigned the CheckAllItems macro as ActionButton5 and the rest as ActionButton6 through ActionButton10. The down side to this is that it requires 6 buttons on one of your bars.
