Honestly, tier armor is better spent on tanking or healing gear, if you want awesome DPS gear, find yourself a few arena teams and get the gladiator's or merciless gladiator's vindication sets. Both are incredibly good ret sets, and can be obtained without having to raid. Granted the set bonuses aren't as good, but the stats more than make up for it.

How do I earn them? I saw some kind of mark (1 cost) at lvl 70. Do I have to earn those marks from the quest or buy them??

I cant find any good looking boots aside the ones from Brutalus or how ever you spell his name aside that can any one link some that look like it,but dont make me do a raid i would never be able to complete XD

On a Draenei Male, you will acheive look alikeness with the Draenei Paladin from TBC Cinematic
The character in the screenshot has the cloak that the TBC cinematic pally wears though I can't identify

I think the cloak is . Its as close to the one in the Intro as I've found so far, and its decent for a pally.

Here are a few alternative items you might want to consider in regard to main and off-slots:
Helm: 正義明亮頭盔
Boots: 精製狠毒鬥士冥想護脛
Belt: 精製驚懼鬥士冥想扣環
Back: 正義披氅 / 聖光之觸捨己披肩
Weap: 大十字軍之錘 / 指揮木槌 / 阿卡迪恩巨刃劍

The crafted boots actually cancel out graphically and are replaced by the leggings, which extend to the boot area, although I'm not sure this applies for non-tauren. I think the belt is a neat "Pally-like" touch to the set (Tome is attached to belt) without mismatching. There are A LOT of cloaks with similar color structure, but you want something "crisp" and not soft/fur-like. As far as weapons go, while Hammer of the Naaru matches the set by color, I think it's a little in-your-face. My personal favorite is the Commanding Mallet, which is completely unique and has added purple colors. Alternatively, the vendor-ready (Halaa) Claymore glows purple regardless of its enchantment and might make some of y'all happy, but I feel this xmog really calls for a 2H Mace. Honestly, wrist armor is not needed.

If you are a dire-hard purist, the aforementioned cloak and HGC go best with the set's "virtuous" nomenclature:
Wrist: 正義護腕
Boots: 驍勇之靴
Belt: 真實束腰
Back: 正義披氅
Weap: 大十字軍之錘

PS: If you are Tauren, I highly recommend going to the Barber and poppin' the "Tipped" horn style. It goes beautifully with this set. I will be adding a screenshot soon of my lovely Tauren... once I can get the gloves to drop (3 weeks later they did).

Tier 4 Raid set (lvl 70) . You can obtain these items from 阿羅迪斯‧日刃 if you are friendly with 占卜者 , or from 阿蘇爾 whitch is member of 奧多爾. You need appropriate token to purchase these items.
Here is list of all tokens for Tier 4 Raid set, of course where you can get these tokens and drop chances .

審判者戰甲護脛 costs 逝往勇士護腿 dropped by 弒龍者戈魯爾 in 戈魯爾之巢 - (71%)
審判者戰甲重肩甲 costs 逝往勇士肩鎧 dropped by 大君王莫卡爾 in 戈魯爾之巢 - (74%)
審判者戰甲之冠 costs 逝往勇士頭盔 dropped by 莫克札王子 in 卡拉贊 - (29%)
