Made a quick list of where you can get "easy" epics... mostly from factions but some include drops and crafts.

Head: 影潘 Revered.
Necklace: Exalted with (金蓮會) you get (最後的力量) for an Epic necklace. If you want to spend VP instead 卡拉西 has one for you at Honored.
Shoulder: (金蓮會 Revered.
Cloak: (Faction) 影潘 Honored
Chest: (金蓮會) Revered, or CRAFTED!
Wrist: 聖獸天尊 Honored
Gloves:聖獸天尊 Revered, or CRAFTED!
Belt: 卡拉西 Revered
Legs: 卡拉西 ) Revered
Boots: Epic boots from 憤怒之爪. This drops from Sha of Anger (NPC) the first time you kill him - so make sure you get into a run and LOOT the body.
Rings: 金蓮會Honored
Trinkets: 影潘 Revered. Also (Dark Moon Faire trinkets!)

Weapons - Some Heroic Instances drop epics (rare) (eg: 黑暗院長加丁院長之意志) - Crafted eg: Inscription 銘刻玉蛟法杖

PVP, Sha/Galleon and LFR is also a good spot to get some easy loot for this achievement.

a very easy way to get this achievement is to get enough conquest points and go to the conquest quartermaster. buy an item, equip it, unequip it, return it for a full refund and buy the next conquest item. keep buying, equipping, unequipping and returning the items until you have equiped each slot with an epic. remember to equip rings and trinkets to each of the two available slots.

Upgraded items don't count. I was unable to get the achiev with an upgraded malevolent weapon. (x2 == 478)
