If you want the achievement and don't have any pieces yet, the ensemble is cheaper.
Consider the two-hour exchange period when you buy parts of the set instead of the ensemble and make sure you get the achievement before selling the item.
You don't need an old pvp rank to purchase these items.

Marks of Honor are used to purchase various PvP armor set ensembles and weapon arsenals, which add transmog appearances to your collection.

Each of the sections below outlines the various ensembles and arsenals available. There are notes in the sections that will help you save some Marks of Honor, as there are a few alternative sources for some of the gear.

Armor Ensembles

Ensembles are available at various vendors for 12 榮譽獎章 each, and include appearances for 7 to 8 slots: chest, feet, hands, head, legs, shoulder, waist, wrist and (sometimes) back.
Some notes:

"Using" an ensemble will add the appearances for the 8-9 slots to your transmog collection.
When you use an ensemble, you will immediately granted an achievement for obtaining the full armor set for that PvP season or seasons (unless you have the achievement already)

Note that buying missing items individually (e.g. shoulders, belt, gloves) that you need to complete a set will not immediately grant the appropriate achievement, but will only do so if the item is no longer vendorable (after the 2 hour vendor buyback wait period, if you delete the items from your bag, if you transmog the item with a different appearance, etc.)

The items for each slot in an ensemble are also available individually, for the following costs:

Cloaks are also available for most PvP sets for 1 榮譽獎章 each; most ensemble items will not include the cloak slot for appearances however.
In some cases, if you have some of the slot appearances, it can be cheaper to buy the missing items rather than the full ensemble.

(7) In addition to the ensemble/individual vendor items, the Dreadful armor is also available as Crafted Dreadful gear using Mists of Pandaria materials. A full set of gear requires 42 風絨布卷 (cloth), 11 華貴毛皮 (leather/mail) or 93 鬼鐵錠 (plate). Completing either the Dreadful or Malevolent Gladiator's set will grant the achievement for season 12.
(8) Some armor pieces from this set drop from 納拉卡 on the 雷王島.
(9) Some armor pieces from this set drop from the Four Celestial World Bosses (赤吉, 怒兆, 雪怒 or 玉龍) on the 永恆之島.
(10) Completing either the Combatant's or the Gladiator's set for these seasons will grant the appropriate achievement.
(11) Obtaining the ensemble for any of these sets will grant the appropriate Legion season achievement. Not that individual pieces for these sets are not sold separately, and in addition there are no weapon appearances for these seasons.

Weapon Arsenals

Arsenals are available at various vendors for 80 榮譽獎章 each, and include appearances for various PvP weapons.
Some notes:

"Using" an arsenal will add the appearances for multiple weapons to your transmog collection.

Notably, the arsenal is unique in that it will teach you ALL weapons from that season, even weapons your current class cannot use.
As an example: if you buy 武器庫：暴君鬥士武器 and learn it on a 薩滿, you will learn the appearances for all Season 13 weapons, including 暴君鬥士重弩 (crossbow) even though your 薩滿 cannot use crossbows. Your 獵人 alt CAN use this appearance now though, since 武器庫：暴君鬥士武器 grants every weapon appearance for the appropriate season to your account-wide transmog collection!
The arsenal will grant all weapon appearances for the opposite faction, only usable by a character of that faction. Note that in many seasons the weapons had different colour schemes across factions.

The above is the reason that arsenals cost 80 榮譽獎章 each.

If you only want a selected few weapon appearances or the appearances only for your main, it is often cheaper to buy the individual weapons for appearances.
If you prefer to have every weapon appearance for a season, including those for any weapons your alts can use, the arsenal is cheaper to buy.
For some of the earlier seasons, there are individual weapons that share models, because in the past some weapons were designated Main Hand, and other matching weapons would be exclusive to the off-hand. They've since been changed to One-hand, meaning they can be transmogged onto both weapons when dual wielding.

For example, 鬥士削肉爪 and 鬥士撕裂者 have the exact same model, so there is no point in buying both for appearance purposes.
As such, for some of the earlier seasons it can be slightly less expensive to purchase the individual weapons with unique appearances rather than the arsenal (notably Seasons 1/2).

There aren't any achievements associated with the weapon arsenals, and the PvP armor set achievements do not require weapon appearances.

Note that when buying weapons individually, the appearance is not permanently added to your collection until the weapon is no longer vendorable (after the 2 hour vendor buyback wait period, if you delete the items from your bag, if you transmog the item with a different appearance, etc.)

Notes:
(1) Either of these weapon arsenals grant all of the appearances for Season 1 and 2 weapons. Weapons between Season 1 (Gladiator) and 2 (Merciless Gladiator) have different names but the same models.
(2) The Hateful and Deadly versions of Season 5 PvP weapons have similar models, but different coloration from each other.
(3) This is the Northrend version of Dalaran, NOT the Legion one.
(4) The weapons for these appearances are not available in game for individual purchase. Some of the models are shared with Season 6 (Furious) weapons, but there are also some unique models in this arsenal.

Mark of Honor Costs

In case you bought the last set pieces just now, but didn't get the achievement:

From Blizzard's support article:

Item Has a Trade or Refund Timer

Items with an active timer are not added to your collection until the timer expires. If you trade the item, or return it to a vendor for a full refund, the appearance will be removed from your collection.

You can disenchant the item, delete the item, or place it in your Void Storage to immediately clear this timer. If there is a trade timer, you can also sell the item to a vendor for gold to clear the timer.

After you clear the timer, you may need to relog to see the item in your collection.

Deleting popped the achievement immediately for me.
