I have mission Black Market Journal second time. Means - I don't need it. Should I finish it fast in order to get some other rare mission (which I most probably need), or just ignore it till it will disappear itself after 21 days because appearance of next rare mission is not affected by the presence of this one?

In other words - can we have two rare naval missions at the same time, or next rare mission won't appear till the first one is finished or expired?

From what I understand from this tweet it seems that if you're looking for one of the rare missions for this achievement then the best way is to find out where on the map it spawns and focus on doing missions in that area.

I could be wrong but I'm going to give this a try since after over 1000 missions the pet mission still hasn't popped up on my main.

On my main I have had the 黑市日誌 4 times and counting.

For this achievement I am missing the ring missions: The House Always Wins, For Hate's Sake and The Wave Mistress.

I have completed these missions on alts, most of which I had the spyglass on before my main.

With over 600 missions on main to date, I can only believe that as I have completed these rare missions and received reward on other alts, they will not appear again. So this achievement is currently not achievable until blizz fix this issue.

From memory I think I only ever saw a ring mission repeat on another alt, and this was before it had finished on first alt and ring heirloom was received.

12/22/15 Update: A hotfix on 12/22/15 has made the achievement criteria for the mount and heirlooms give account-wide credit. There is currently no indication of this in the UI, but if your account has completed all the rare missions spread across alts, you will now be awarded the achievement upon logging in to the appropriate characters. The bug is now fixed!

NOTE: There is still no account-wide credit for the two missions that reward a pet (Orphaned Animal Rescue) and quest item (Black Market Journal), so you still need to have completed both of those on a single character, but those were never affected by the bug (so that's relatively easy)

The Problem:
It appears the naval missions that reward heirlooms will stop spawning once an account has learned these items. However, the achievement progress is per-character, not account-wide. This means that once you've completed an heirloom mission on two different alts, 怒海征服者 becomes unobtainable for your account.

The Solution:
Blizzard really needs to make the achievement criteria use account-wide progress to fix this issue.

The Details:
I've personally completed over 4000 naval missions across seven characters. My conclusions are based on observations from myself and many others I've spoken to.

Specifically, the rare naval missions that create this problem are:
- 作莊的永遠是贏家 (heirloom reward)
- 報仇雪恨 (heirloom reward)
- 浪花女神 (heirloom reward)

Note the two missions that reward a pet (流浪海洋生物救援行動) and quest item (黑市日誌), commonly spawn multiple times even for the same character, so those are not part of the problem. There are reports that the mount mission (潛艇，河獸，傻傻分不清楚) can also spawn multiple times per account, although it seems to be significantly more rare.

Also note it is possible (though unlikely) for the same heirloom mission you've never completed to spawn simultaneously on two different characters (and completing one will not remove the available mission from the other character's board). This appears to be the only way to get a "duplicate" heirloom reward and achievement credit for the same mission on two different alts. However this is both unlikely and also not exploitable to obtain the achievement once your account has fallen into the unobtainable status.

Players who have this achievement are usually only those with a single active shipyard on their account - or those with enough luck or foresight to never complete an heirloom or mount mission on an alt. Until the bug is fixed, the best way to avoid falling into this trap is to NEVER complete an heirloom mission on an alt - just ignore that mission on your alt and it will eventually expire (and can even pop on other toons before that, provided you don't complete it).

Please everyone who comes here to check on this achievement and the related bug explained in other comments...
Fill out an in game bug report on this, tweet the devs, post on the forums.
They've been really slow to fix minor achievement issues like this in WoD, so you need to persistent and be vocal to get it sorted.

If you don't this probably won't be fixed before Legion.

As of November 30, 2015, Rare missions should appear more frequently via a hotfix (source).

As of Dec 22, 2015, this achievement is now account wide as well.

Should no longer take 6+ months to get this achievement.

Since late November, I've been concentrating on missions in the upper right section of the map. I've easily done 150 in that area. I got The Wave Mistress two days ago, and lost it today at 96%. I hate this achievement.

Edit-So from 2/16 to 4/8. I just got the mission again. Two months between rares.

Edit 2-To further update, 5/24 is when my next and final rare popped up.

I had thought that the rare mission was bugged. I got initially gotten all 3 heirloom rings within like 2 weeks of them being 'unlocked' but failed one ring mission never saw it for over 4 months.

Today I finally got the last heirloom mission again, either I was just extremely unlucky or they finally fixed the bug (if there was any).

According to these hotfixes:

Blizzard made the criteria account-wide, not the achievements. If you get Charting a Course / Exploring the High Seas with a character, from now on, every time you create a new character, it will earn Charting a Course upon the first login!

Copy Pasta from the stage one of this achievement: If you are trying this in 2024 and beyond, you will be checking all treasure chest icons on the naval mission map for the following missions:

It's a Boat, It's a Plane, It's... Just a Riverbeast

The difficult part is that most if not all of these missions cannot be realistically fully countered, for many of the missions there always be one danger that cannot be countered.

For these difficult missions specifically I would as best you can work towards getting an Epic Battleship, an Epic Battlship, epic transport and epic submarines with human or Pandaren crews, and loading them out with as many of the possible counters from Salty Jorren or Kronk Rustspark . It seems the missions were created to not be able to counter them fully and human or Pandaren crew helps bring up the success chance. If you want to re-roll a ship, you must delete one first, and, having epic ships with a human or Pandaren crew for me was critical in getting enough success chance for one of the heirloom rings -

Leveling the ship to epic takes a long time, so farming garrison resources and re-rolling for epic ships with human or pandaren crews may be the fastest but active play-time intensive way to the success chance needed if you want to guarantee success.

While completing the treasure chest missions for this achievement, don't forget the missions for this achievement have pretty good rewards a Black Market House NPC in your garrison, a hippo mount, a pet shark, and not one heirloom ring, not two heirloom rings, but three heirloom rings!

If you are coming back to collect achievements from a long time ago - With the War Within in the war bands feature, achievement progress is now truly account wide for all achievements you can increase the rate you can do this achievement and other garrison achievements if you have multiple alts with level 3 garrisons and the shipyard (Some notes on this below)

To recap for alts; to get the shipyard on an alt you need a level 3 garrison, Alts require level 40 I believe to unlock the My very own fortress / castle quest chain from Anduin Wrynn at the end of your long table in your garrison hall that goes into Tanaan jungle and, then complete a short quest chain down on the docks, (The ships have an accelerated build rate of a few minutes by the way!)

Upgrading level 2 shipyard, requires you to already have or obtain 1000 garrison resources and complete 15 naval missions; and level 3 requires you have or obtain 2500 garrison resources and complete 25 naval missions. Level 2 unlocks submarines, more ship slots and level 3 unlocks carriers and Blue grade ships by default, with a chance for epic when constructed. The naval mission requirement includes any missions done previously to picking up the quest.

To stack your alt with ships you can use 500 garrison resources to rush shipyard orders buying from Salty Jorren or Kronk Rustspark - but be conscious that you will need to have or obtain 3500 garrison resources to finish the level 2 and level 3 upgrade quests - and that at level 3 shipyard, all ships will be blue quality or higher so you may want to hold off spending your time and resources making ships.

The fastest way to get garrison resources is to visit the garrison chest twice per week, and farm rares. There are 7 rares that give the most - 4 in Tanaan and 3 in Nagrand) ( Full Credit to Born2Slip in the garrison resources wow-head comments for these way points) You will also need Oil from Tanaan jungle to complete missions and so, you can do this at the same time when in Tanaan.

You do not need to upgrade your shipyard to unlock all 4 quadrants, and their blockades - each quadrant has a 30 minute mission to unlock it from level 1, after completing the short intro quest, unfortunately you won't get a naval bonus mission the first time you go through the intro for naval missions - so as far as I can tell it is not strictly necessary to unlock the level 2 and 3 shipyard but it will help your success chance to finish the missions with blue and epic ships. Although my level 3 shipyard does seem to have more missions to complete, than my fresh alt's level 1 shipyard.

Definitely consider doing the Naval Bonus Expert and Naval Bonus Specialist Achievements at the same time - look out for the 4 pronged compass star icons for the Naval Bonus missions. Naval bonus missions have a chance to appear it seems around every 3 days or so but can be a full week. I managed to get two in one week. Others mention for the Naval Bonus missions are tied to naval blockades - this doesn't seem to be true; naval blockades re spawn every week and I definitely completed two bonus missions within one week. It doesn't appear like completing other missions will affect the spawn rate. These Naval Bonus missions make take up to 25 weeks so definitely do the bonus mission achievement at the same time as this one.

Finally, if you have a level 3 mage tower, you may occasionally get a Rush Mission worker order, which I can confirm skips naval missions as well as the regular missions to increase the speed, but, I wouldn't say it's worth it for these Naval Bonus missions.
