As a fresh lvl 70 you will mostly likely have the Rep to be able to buy these straight away, and i encourage you to do so. they are good to start out with in BG's until you can get enough marks and honor for bigger and better things, and for your first lvl 70 instances they provide that little bit of MP5 that balance druids always seem to have an issue with. From there, just grinding out the daily heroics and any other heroic until you can buy the Pauldrons of Tribal Fury is the best way to go.

This is currently the only Green-quality armor in the game that provides a +2% to hit.

An item with this same name must have been replaced by this. I have them in my lootlink as green quality leather shoulders, 113 armor and +20 to hit rating.

These new shoulders are clearly intended for balance druids.

Theyre also much nicer looking ;)
