Seems a weird new weap when theres hammer of grace which has slightly better healing on it and is a lower level.

Maybe with the little bit more DPS and the stam Blizz are thinking of the PvP melee healer (pala/shammy ofc).

EDIT: Before a massive flame sesh, I'm not saying all palas/shammies are the 'PvP melee healer' I mentioned, I'm saying those from those classes that like to be 'PvP melee healers' might like this over Hammer of Grace cuza the extra dps and the stamina.

This one drops of a summoned Boss for the T0.5 questline at the end of DM East. You have to kill Alzzin the wildshaper then summon the guy (actualy she�s no guy^^) with the quest item (Brazier of Beckoning https://www.wowhead.com/tbc/item=53353)
Got this hammer for my pally - together with my new tome of divine right its quite nice.

Drops off of Isalien in DM East. She's a summonable boss, you need the Brazier of Beckoning (https://www.wowhead.com/tbc/item=53353) to summon her.

The slow speed of this weapon makes it very useful for PvP healing as well as defending yourself (for paladins). Pretty big SoC procs from it, considering it's one handed

Probably from new bosses, but not that much better, maybe worse, than 恩賜之錘 on your class, if you melee or not.

The Dungeon Set 2 also called Tier 0.5 is aquired through a fairly lengthy, somewhat difficult and expensive quest chain through which you upgrade Dungeon Set 1 pieces.
After completing 回到布德利那裡 which is one part of the chain, you will recieve 祈願火盆:使用者手冊 and 祈願火盆.
The manual describes where the brazier can be used to summon a variety of bonus bosses with rare loot in the following dungeons:
