Since engineering is the premium profession for both PVE and PVP players, many levelers choose Mining and Engineering early on in their leveling journey. If you are one of these people, then Smokey's Fireshooter is going to be the best wand for your self-sufficient 54-60 journey, as anyone with Mining/Engineering can very easily obtain it right at level 54.

If you enjoy running dungeons, you could just get a Rod of Corrosion from The Temple of Atal'Hakkar for a superior option, or a Noxious Shooter from Maraudon. Your first realistic upgrades for any of these wands would come from dungeons like Stratholme or Blackrock Spire, and going there prior to reaching level 60 could spell disaster. Wand of Biting Cold only became available in Phase 3 of Classic WoW (P1 in SoM).

Nevertheless, Smokey's Fireshooter is a great wand in terms of DPS for any level 54 player, and obtaining it should be relatively trivial. The only item that you would need to purchase is the Golden Rod created by Blacksmiths, as that'd be the only thing you couldn't supply yourself. Of course, as a miner, you could still deliver all the materials to a 150+ blacksmith for him to craft it for you.

The first part of this two-part chain only requires 2 Thorium Bars, 8 Hi-Explosive Bombs and 8 Unstable Triggers (and that 1 pesky Golden Rod). The total sum of raw materials this quest requires is 22 Mithril Bars, 10 Mageweave Cloths, 28 Solid Stones, 2 Thoriums Bars, 1 Gold Bar and 4 Coarse Stones. All of this can be obtained with great ease during leveling.

While this second part can seem daunting, you can solo it fairly easily as well -- you just need to kill yourself strategically. You have to 1) run inside a ziggurat, 2) die, 3) corpserun, 4) kill the Crypt Stalker inside while avoiding the elite guarding the entrance, and then 5) use your Smokey's Special Compound on the Mark of Detonation. After this, you can just 6) AFK on top of the Mark of Detonation for ~3 minutes and wait for it to respawn, and 7) keep blowing that same ziggurat up. This entire process should take you about 24-30 minutes and it only requires one death (or 0 with invisibility).

Mages may be leveling themselves with an emphasis on AOE, and thus wands are only stat sticks for them. Priests, however, could be on the brink of speccing discipline/holy at this late stage of leveling, and with the +25% Wand damage talent, a wand with decent DPS becomes somewhat useful. Warlocks also enjoy wands, as their leveling is largely DoT + wand, but if you're leveling as a drain tank, you may or may not want this wand.
