This recipe has been solved by the Secret Finding Discord.

In order to obtain the Primal Invocation Quintessence toy you have to use Primal Invocation Extract several times as figured out by the user Allifeur. You do not need to be an enchanter to do this.

You can mix and match the qualities but if you use exclusively one quality you need:
18x Quality 3
or
26x Quality 2
or
51x Quality 1

You can let the buff expire in between uses.

In order to obtain this recipe you must disenchant two Sophic Amalgamation pets, the caged versions do not work, so you need to craft them yourself or have it commissioned. You can also farm Elemental Storms for the recipe after you have disenchanted all of the glimmers.

You must have at least 10/40 in the Insight of the Blue trait in order to unlock the Primal Extraction route, you do not need any points allocated in it though.

The first time you disenchant a Sophic Amalgamation pet it will give you the Glimmer of Order which can be disenchanted into 3 Knowledge Points and 15 Artisan's Mettle, in order to receive the recipe you need to collect and disenchant all of the glimmers from each of the Elemental Storms as well as the Glimmer of Order before disenchanting another Sophic Amalgamation (or farm Elemental Storms).

You can use this macro I made in order to check your progress on the glimmers:

Update to follow @Xirev's intial post - here is the most recent findings (from the WoW Secrets Discord) for unlocking the Primal Invocation Extract Recipe, which we believe is related to the (eventual) discovery of the Primal Invocation Quintessence toy.

How do I unlock the Primal Invocation Extract recipe?

1. You must be an Enchanter

2. You must spec 10x KP into Insight of the Blue, and have the Primal Extraction sub-spec unlocked (you can have 0/40 KP in Primal Extraction and this will work)

3. Obtain the 4x Primal Storm Glimmers (Fire, Earth, Frost, Air)

Glimmers of Fire/Earth/Frost/Air are found in their respective Primal Storm
To collect Glimmers quickly, join a raid farming the storm. It should take anywhere from 10-15 mins to receive the glimmer of that storm from any mob in the storm (higher chance from Storm Rares) (some reports of 60+ mins, YMMV).
To check if you've collected all five Glimmers, use this macro assembled by Xirev:

4. Obtain the fifth Glimmer - the Glimmer of Order

Craft a Sophic Amalgamation (or get from Public Crafting Order) - don't add the pet to your collection!
Disenchant the crafted Sophic Amalgamation, and you'll receive the Glimmer of Order (RNG based, not guaranteed drop, you may need to DE many Sophic Amalgamations)
You cannot disenchant a caged Sophic Amalgamation, you have to DE the crafted item.

5. Obtain the Primal Invocation Extract Recipe

If you have all previous tasks accomplished, acquire another Sophic Amalgamation and disenchant it again and you'll receive the Primal Invocation Recipe. (RNG based, not guaranteed drop, you may need to DE many Sophic Amalgamations)

How can I help find the toy?

If you're an Enchanter who can unlock this recipe, help us find the toy by crafting these and using them! Use them in strange places, or under different effects/empowerments. Fight bosses with the illusion on, jump into things with the illusion on, etc.
If you're not an Enchanter, buy the item on the AH and test with it! We (the WoW Secrets Discord people) are keeping the cost down to material cost on the US Auction House so people can buy and test.

I got the 5 glimmers and while they were sitting in my bag, I started to craft Sophic Amalgamations and disenchant them: I did about 20 of them and didn't get the recipe.
Then I tried to disenchant the 5 glimmers (it gives Artisan's mettle, knowledge and shards) and afterwards I disenchanted another Sophic Amalgamation, which instantly gave me the recipe.

Not sure if that was pure RNG or if it's actually required to disenchant the glimmers to get the recipe.
