The quest to get the recipe for these is automatically available once you get 300 Cooking Skill. The quest is located in Silithus from the Innkeeper Calandrath (

You may be able to get this recipe "automatically" when you have 300 skill points in Cooking.
The problem is, that you can't get to 300 unless you have this recipe.
It used to be so you would get from around 285 to 300 by cooking Tender Wolf Steak.
You would also have the option to get the Blood Sausage recipe, and if nothing else could bring you to 300, the Blood Sausages could.
Now though, you get stuck when cooking Tender Wolf Steaks at 274. Here they are green, but you no longer skill up. - I cooked more than hundred Tender Wolf Steaks to my alts without ever getting a single skill point.
The two Bear meat Recipes you mention that are available in Feralas, are also available in Felwood at Bloodvenom Springs. And the bears are as abundant there, if not more, than they are in Feralas.
However, these recipes get you to 285, not to 300.
And this is where the Smoked Desert Dumplings come in.
You can get the recipe for these before you reach 300 skill points in cooking, by doing a questline for Calandrath at Cenarion Hold.
It's a short questline, and not that hard to complete, if you can complete other quests in the area.
You get the Sandworm Meat from Dredge Crushers in the area around Cenarion Hold.

This recipe is the best one to get your cooking past 300 in no time in my opinion. All the characters I've leveled so far went to Silithus to learn it, so I wouldn't have to bother with fishing in Azshara and the crazy requirements to stop fishing up the junk there. 285-310 cooking with 25 drops is really helpful, when you're trying to leave Azeroth for good and start questing in Outland.

Now, once you have high enough cooking you can go get the quest Desert Recipe which leads directly to an open cookbook at the twilight encampment to the west. Completing that quest opens another quest to turn in a torn recipe fragment to the innkeeper @ Cenarion Hold. This turn in teaches you the recipe automatically. You then can pick up a quest to make 10 of them and continue the quest line.

2. Go get the torn paper
3. Bring it back, she teaches you the spell on completion, and asks you to make 10 for her.Worms are highlighted on your map.

Although I found the information on this recipe confusing at first, what you see is what you get. None of the quests associated with this recipe go out and out and SAY you'll learn it as a reward, but when you complete Sharing the Knowledge, you'll find it's updated into your Cookbook just the same. Just collect the Sandworm Meat and cook to complete the third quest, and you're good to go! I learned this at Cooking skill 285, and since Battle for Azeroth this skill turns gray at 300 because of the separation of the skill tiers.
