If you are trying to get this Toy you can track how many Расколотые чары you need to be "Best Friend" with the following macro this also takes 10% rep buff into account.

I just fished this up in The Royal Pond @ 43.20, 40.10 in Azsuna, the same location pinned on the map above.
Ilyssia was not present, but I got it after 9 casts (3 fish pool, 6 open water). I also have no reputation with any of the Fisherfriends factions: Друг рыболовов, so you should be able to get it with no per-requisites.

This toy isn't listed as fishable on Wowhead, only sold by Ilyssia, so I have no idea when this change was added or what the average fishing rate is.
