As of patch 11.0.2 (56110) this appears to be bugged. 'The Resting Blade' is visible and at the correct location, but it cannot be interacted with nor looted to progress the quest.

We found another solution to the problem if the Warmode solution doesn't work:

If you are there and can't loot the item - ask a friend from another server (even horde) to go to the place too and invite you to a group when they are there.

This way you get zoned into their phase and you can loot it.

It worked for us after 40 minutes of trial and error...

I figured it out (until Blizzard actually fixes the bug. There is a bug report for this.)

Stand near the door after you’ve killed the two bad guys inside and hover your cursor over the sword. It is outlined and partially exposed in the pile of ashes. You will see the hand cursor but it’s grayed out as if you’re too far away. And you are. Just keep the cursor on the sword and inch forward until the hand cursor is active then click and grab the sword.

The bug is that the actual collection point is far from from the sword.

Description

There are several weapons of historical value that I believed were lost to time. I would bet my talons that they are here at this garrison. The dragonspawn and drakonid loyally cling to the memory of my long-dead father. Misguided fools. They have access to my father's forges and weapons, and it is likely the very weapons I thought lost are stored nearby. If they find out what they have, they will use the weapons against us. They cannot remain in their claws.
