To get Pale Regal Cervid you need to complete Cyphers of the First Ones in Zereth Mortis and bring Schematic: Pale Regal Cervid it to the Synthesis Forge*, then collect reagents for the craft

Resources required to craft (all of them are zone related):
400xGenesis Mote - drops all over the Zereth Mortis
Protoform Sentience Crown - drops from many mobs in the zone Dominated Laborer, Dominated Worldbreaker, Dominated Runeshaper and so on
Cervid Lattice - Can buy on AH or farm from specific mobs (check dropped by section)

* Synthesis Forge Prerequisites to be able to see a schematic & to turn it in & craft the Mount:
Complete 3 parts of the main campaign in the Secrets of the First Ones Forming an Understanding
Complete Cypher Console upgrade Aealic Understanding => Dealic Understanding (to craft pets) & Sopranian Understanding (to craft mounts)
Complete Protoform Synthesis quest to craft pets / Finding Tahli questchain & After daily reset The Lost Component & A New Architect to craft mounts

As earned the achievement check out your mail and get the schematic.
After bringing the schematic to Protoform Repository you will learn how to create Pale Regal Cervid mount.

Complete chapters 1,2 and 3 of Secrets of the First Ones zone campaign.
Research Sopranian Understanding and complete The Final Song questlines.
After daily reset complete The Lost Component + A New Architect quests to unlock Protoform Synthesis (Mount).
Complete Protoform Synthesis quest to unlock Protoform Synthesis (Battle Pet)

To get Cyphers of the First Ones you have to unlock all skills from Cypher Console.
To unlock Cypher Console you need some progress on the main campaign in Zereth Mortis Secrets of the First Ones.
After unlock the Cypher Console use Cyphers of the First Ones to get all Cypher Skills.
You can get Cyphers of the First Ones from quests, world quests, treasures and rares in Zereth Mortis.

After get Schematic: Pale Regal Cervid from Cyphers of the First Ones you'll receive the quest Schematic Reassimilation: Pale Regal Cervid.
Return the quest to allows craft Pale Regal Cervid.

400x Genesis Mote. Drop from a lot of mobs in Zereth Mortis.
1x Protoform Sentience Crown. Can drop from Mechanical Mobs in Zereth Mortis.

To get the schematic for this mount you need to complete the full Cypher research console. This means getting all points on the table that you can. This unlocks the achievement Cyphers of the First Ones

Unlocking Sopranian Understanding on the table also unlocks a quest on the map called Finding Tahli. Completing this quest and all the parts that appear from there allows the schematics for protoform synthesis to be collected.

- Protoform Sentience Crown
- 400x Genesis Mote
