This is the first quest of quest chain to recruit new Warlock follower - Kanrethad Ebonlocke.
Before you can pick up this questline, you have to pick up Champions of Legionfall from Maiev Shadowsong on the Broken Shore.
To be able to pick up the quest you have to finish previous parts of Breaching the Tomb.
Chain starts from An Urgent Message in Dreadscar Rift. Quest can be picked up from Shinfel Blightsworn (she must be not on a mission).

Travel to Azsuna, Faronaar and find Jubeka Shadowbreaker. She awaits you at 30.5 44.6 spot.

If you don't see the quest from Shinfel Blightsworn , just go to Jubeka Shadowbreaker in Azsuna at /way 30.4, 44.6 and she will give you the remaining chain quests for you.
I visited the forums on battle.net with player posting about this but without an answer to help them. I guess there's some confusion there. Once I finished these quests I was sent back to my Order Hall to talk to Shinfel Blightsworn , which in turn gave me the quest To the Broken Shore .
I hope this helps.

If for some reason you don't know it Dreadscar Rift is the home base or class hall for Warlocks.

To get Champions of Legionfall from Maiev Shadowsong, you also need to have completed A Hero's Weapon. You may not have noticed the quest marker when you completed the order hall campaign because the weapon altar is so far from the central order hall and no one goes to the altar there anymore now that artifact power is gone from the game.

If you're max level (Shadowlands pre-patch) you'll need to hit Corinne with minor abilities. If you kill her too quickly the death won't register and you'll just keep killing her without getting the credit. She needs to transform into a demon which you then kill and you'll be able to complete the quest.

If you can't find Shinfel:
- Make sure you have her as a follower (seems obvious, but why not cover everything?) complete the quest Borrowed Time so she then becomes available to talk to.
- Make sure she's not on a mission for you.
- If she isn't there and isn't on a mission, log out and log back in to see if she shows up (reloading the UI won't do it - you must log out or phase out and back in).

If Shinfel is there, but isn't offering the quest:
- Make sure you have completed A Hero's Weapon.
- Make sure you have accepted the quest Champions of Legionfall from Maiev Shadowsong.

This is old material, but as I'm currently trying to do it this is what blocked me and hoping it helps somebody else.

if you cant progress to this on remix

the A Hero's Weapon quest is hidden on the warlock order hall map.. you only see it when youre near the NPC
then you can finish the champions of Legionfall quest / achievment on broken shore.
then go back and accept this :)

Find Jubeka Shadowbreaker within Azsuna.

Description

Have you noticed a change in Jubeka's demeanor? I know she's not the warmest of warlocks, but I fear she's been more withdrawn than usual.

I imagine her mind lingers on Kanrethad, the council's one-time leader. Jubeka was steadfast in her commitment to keeping him banished, until the Burning Legion took her as their prisoner.

His fate is unknown, and it's clearly troubling our friend. The last thing she said to me, was that she felt his presence in Azsuna. Don't let her travel this path alone.
