Note: In patch 7.2, you will be able to increase your reputation with Broken Isle factions above Exalted, earning "paragon reputation" to get an additional cache for every 20,000 reputation (e.g. Warden's Supply Kit).
I got 1 so far, it was just an additional Emissary Cache (containing 609g, an 835 neck, follower armor and 3 Essences of Aman'Thul, so nothing special), but that could change before it goes live of course. ~~It might be useful to save the reputation tokens from this quest until then.~~ Old reputation tokens don't work anymore in 7.2.

This is one of the 7 possible Emissary Quests, one of which becomes available once per day. They require you to complete 4 World Quests in a certain zone or for a certain faction.

You don't have to accept these, you can simply see which ones are active by looking at the world map on any Broken Isles zone. A new one becomes available every day at 8 a.m. server time (for EU servers, 9 a.m. during summer time) and it stays active for 3 days, so you can do one a day or save them and do all 3 in one swoop.

This one requires you to complete 3 World Quests for the Kirin Tor, which are scattered all over the 5 zones (some can also be found in dungeons). If you click on the Emissary Quest on the world map, the world quests that count are highlighted in the zones. You can also use an addon like World Quests List to sort all available world quests by faction. Check marks on the world map will indicate your progress.
Once finished, a question mark on the world map indicates where to turn it in. For this one, it's Warmage Silva in front of The Violet Citadel in Broken Isles-Dalaran (33,4 47,3).

The rewards are:

The choice of 750 reputation for The Nightfallen or 1500 reputation for any of the other Legion factions. Tip: If darkmoon faire is active, ride the carousel or use Darkmoon Top Hat before using the rep item.
Omnibus: The Schools of Arcane Magic: Grants 400 AP base, increased by Artifact Knowledge (up to 100k with Knowledge Level 25).
Kirin Tor Chest which contains:
Either 700-1200 Order Resources (50% chance, ~400 on average) or 600-900 gold (50% chance, ~350 on average).
Additionally 1 Blood of Sargeras with a chance of 25%.
1 Curious Coin with a chance of 20%
A piece of gear for your class (not your spec, possible to get e.g. agi trinkets as a resto shaman). Base ilvl is 835 (might be less depending on your character's ilvl), can get upgraded randomly with sockets/war-/titanforged/tertiary stats.
2-4 (avg 3.1) Essence of Aman'Thul if you're on the quest to upgrade a Legendary from 910 to 940
Additional items, with a much smaller chance. From doing 314 Emissary Quests:

Strange Humming Crystal I only got this on the beta, chance unknown.
Heavy Armor Set x24 (7.6%)
Fortified Armor Set x10 (3.2%)
Indestructible Armor Set x1 (0.3%)
Technique: Codex of the Tranquil Mind x2 (0.6%)

A relatively high chance (compared to other sources) to get a Legendary.

You may want to check out the reputation vendors before you choose what you take here:

Valarjar
The Wardens
The Nightfallen
Dreamweavers
Court of Farondis
Highmountain Tribe

If you are not 8000/1200 Honored with the The Nightfallen yet you maybe shoud get that one to unlock the dungeons Court of Stars and The Arcway
(note if you have the reputation on your main you don't need it on your alt again to unlock the dungeons)
After that the hardest fraction to level up are The Wardens because the have no zone to grind worldquests in.

Completed the 4 world quests today for kirin tor emissary and was presented no options to select a insignia or reputation reward upon turn in. Only box with resources and AP. Lvl 110 demon hunter.

The Kirin Tor are the quest with an exclaimation mark and you can hover them and see the text Kirin Tor.

Got 825 rep towards The Nightfallen instead of the shown 750

Three kinds of world quests qualify: Enigmatic (in Highmountain or Stormheim), The Magic of Flight (in Azsuna or Suramar), and Ley Race (in all five main zones).

Two Tweets to clarify why there have been a lack of Kirin Tor emissary quests since patch 7.1 over here and here.

TL;DR: The developers decided to reduce the frequency of Kirin Tor emissary quests making them more rare than the other emissary quests.

This change is also intended.

Just logged in, and it was changed to 1/1 quests completed. The quest text still says "Complete 4 Kirin Tor world quests."

So thanks for the patch, Blizz, and you're still lazy.

Today's version of this quest is bugged - log out then back in while at Dalaran and it'll be completed and able to hand in

Not sure what's going on with this quest. Last time it was up every toon I logged in on had it without doing anything at all, but several got different choices for rewards (some got to choose rep, some didn't).

This time, first toon I logged in on had it without doing any WQ's at all. 2nd toon I logged in didn't. Another toon didn't show I had the quest on the map yet when I went to quest giver I had it, but when I completed it he wouldn't let me pick any rep token. Yet another toon showed the quest completed on the map and when I went to quest giver I couldn't hand it in.

Yeah this game isn't buggy...

Not sure how these works... when I mouse over it says complete 4 Kiring Tor of Dalaran world quests, then says 0/1 and only shows a single ! instead of 4 like the other ones do. Also, not seeing any on the world map. If I click it, it highlights one of the others (ie. high mountain tribe).

I noticed several people who were down-voted through the floor for simply asking where to pick up world quests and where to turn them in.

I actually had the same confusion as I had to take considerable time off Wow between when I originally "picked up" the quest, to when I attempted to complete it.

I may get seriously downvoted for this post, but clearly there are others out there looking for the same answer I was.

I finally found some info for those of us who didn't understand what world and / or emissary quests are.

World / emissary quests briefly explained:

You need to be level 110 to get the quest(s)

There are no quest givers to give or deliver a world quest.

These world / emissary quests are auto-accepted when you get near to the quest's location

World / Emissary quest locations can be found specifically by checking either your toon's personal in-game map or a Broken Isles Flight Master's map and mousing over them once you complete Uniting the Isles Uniting the Isles/uniting-the-isles by raising your rep to friendly with the following factions:

Court of Farondis

Highmountain Tribe

Dreamweavers

Valarjar

The quest will automatically give you your reward at the time it's completed.

Just completed this quest and it did not ask me to select a faction insignia, just gave me the chest and AP. Anyone else have this issue?

This quest has NOT been updated in 7.3 to include rep tokens for Army of the Light or Argussian Reach.

update: As is clearly shown above, the quest NOW includes rep tokens for Army of the Light and Argussian Reach.

Because of The War Within pre-patch, the turn-in NPC for this emissary quest has unfortunately been phased out.

This quest is legacy, and the pre-patch event is temporary, so it's unlikely we'll see a fix. We will have to wait for the full release of The War Within to turn in this quest again.

EDIT: I stand corrected. Can confirm this has been fixed.

So I did some experimenting and here's what I came up with. So my main is screwed but I figured out that if my alts weren't seeing Warmage Silva, I could go back to Dornagol and do Brann's quest called "Adventuring in Khaz Algar", where he send you to the Scouting Map to choose a zone to quest in. After completing it, I went back to Dalaran and Warmage Silva was just standing where he was supposed to be.

Like I said though, my main is screwed because I took her through the whole pre-patch campaign, the entire TWW campaign and did every single quest in the whole expansion to get the Loremaster of Khaz Algar achievement, and that character STILL can't see Warmage.

I hope this helps someone.

If you are having issues seeing the NPC to hand in the quest, make sure you've spoken to Bran in Dorongal to "Skip Level Up Campaign" if you are lvl 80

It's been several months since launch but this NPC is still missing on toons that have worked through the TWW campaign. I put a bug report in 3 months ago, but still nothing.

In case Silva is still not showing up for you and you're lost as to why (like I was)—I was on my lvl 76 alt and had not completed the War Within intro quest that teleports you to Silithus, etc. After completing that, skipping the scenario which ports you to Dornogal, and completing Adventuring in Khaz Algar from Brann, I went back to Dalaran—Silva had phased in and I was able to turn in the quest.

This worked for me, and I hope it works for you if you're encountering the same problem!

This is currently not rewarding the Kirin Tor chest upon completion in standard. Instead, all faction rep rewards are received without having to choose one. Unsure if this is purely while Legion Remix is active, but quite frustrating to not have the chest as a reward for standard characters.
