If you don't see Lady Liadrin for this quest, ensure that she isn't on a mission or assigned as your combat ally.

Justicar Julia Celeste is located in Eastern Plaguelands at around 72.8 54.6.

For those without coordinates, leave the Sanctum of Light through Light's Hope Chapel and head down the path. She's located right between the spike barriers on either side of the road.

It took me forever to find her, so I hope this helps.

If you are stuck trying to cleanse and cant seem to change spec, walk up the ramp to the previous zone and you will drop out of combat, change spec and go cleanse them as holy :P

Prerequisite to get this quest is to complete Bringer of the Light , for which a prerequisite quest is A Falling Star.

If you're looking to Recruit Vindicator Boros as a bodyguard, you'll need to place Light's Heart in your Class Hall which will lead you to:

Meeting of the Silver Hand gathering 6 Paladins for their counsel
and another quest sequence to The Scion's Legacy

Once you have chosen one of the 4 strategies (just go after Balnazzar) and completed a follower mission The Highlord's Command
the next in the sequence is To Faronaar.

Once you finish that sequence you'll get quick recruiting quests for Vindicator Boros and Justicar Julia Celeste back at the Class Hall.

I was able to do this with one paladin, but with another one it did not appear, even after I finished returning the Light'a Heart to my class hall after doing Val'Shara the quest did not appear, I even have the quest to awaken Illidan Stormrage and there are no follower quests appearing!

tiny typo: after seeking her council, Lady Liadrin's text reads: "Yes, a council of war is a good idea. The Legion's forces are spreading across the Broken Isles. We must not lose our foothold there!", but her audio file says "here" instead of "there".

There are fout npcs can be found in class hall:
Lady Liadrin stands next to the portal to Dalaran.
Aponi Brightmane is behind the column in the corridor that heads to altar.
Vindicator Boros can be found near the training dummy.
Arator the Redeemer sits left from class hall altar.

One npc is outside of class hall, get stairs out of class hall and travel out of the yard.
Justicar Julia Celeste stands between stakes
