And in classic blizz fashion, this buff doesn't get applied and so some characters just get perma-bricked, never able to get this buff. SMH.

Hi, I had the problem of not receiving this buff, it seem you do not get it if you have not equipped Cyrce's Circlet.
or at least that is how I got mine after ranting about not having it. hope this helps

If you have completed the quests, equip the Circlet, hop in the water, wait 5 seconds ish and buff should appear.
