I am correct to understand that this talent gives mages a three times higher critical strike chance vs frozen targets?
If so, the numbers should be something like: 30% base crit chance --> 90% crit on a frozen target.
Unless they mean something totally different and random...

It seems quite OP, but note that Fingers of Frost no longer affects all spells, only Ice Lance and Deep Freeze.

A simple question that i can not test ATM, bould this work if someone else has frozen the target? in example i go into ICC trash as a fire mage and some other mage (being frost) frozes some trash, will i have triple crit chance? being so a fire+frost mage can make the fire one go 100% crit too.

I was under the impression that ice lance, deep freeze, or brain freeze was intended to be used when a target is frozen. Is there any reason I would want to take benefit in the frostbolt damage buff from this talent?

^ i can only think of 1 circumstance where i'd rather cast FB on a frozen target instead of ice lance- if Fingers of Frost procs and your target is already frozen, and your freeze effect isn't immediately going to be broken. other than that, the buff to frostbolt damage seems kinda useless especially considering how easily freeze effects get broken (i've had my elemental break my CoC so many times before the global cooldown is even up!).
Still though, i'd get this talent just for the x3 crit. I'm having a hard time choosing between this and Early Frost (imp frostbolt), because I've heard people say that there's just "no room" for this talent in a frost spec.
as several posters have mentioned, this has awesome potential for a mage duo. I think an arcane mage with lots of +haste and fully charged arcane blast would rip !@#$ up if they had a frost buddy to cycle freezes on everything.

I would like to take this time to clarify some things for mages who spec frost and wish to PvE Dungeons and/or raid), with regard to how FoF -> shatter interact.

1: In the case of dungeon or raid bosses, your only shatter bonus will come from Fingers of Frost.

2: The 30% frostbolt damage bonus applies to Fingers of Frost since cataclysm launch.

3: If you have only one charge of Fingers of Frost, you will want to prolong this effect as long as possible. This means not getting jumpy and hitting Ice Lance as soon as it procs. Use Frostbolt instead until near the end of FoF proc. The reason being is that your frostbolt will get the 30% for THE ENTIRE DURATION OF FoF! By casting frostbolt through FoF, you can push that +30% for the entire time for a longer increase in dps. Also, spamming frostbolt will give you more chances to proc a 2nd FoF charge which you can then use for an ice lance.

4: the 3 primary scenarios where you would NOT hit frostbolt on a single FoF charge is if:

A) your deep freeze is available to use
B) Your deep freeze is not available, but Brain Freeze is active.
C: your deep freeze is not available, your Brain Freeze is not active, but you are about to lose FoF.

This talent is available in the first tier of the Frost tree talents, making it obtainable by all three specs.

When active, this effectively grants all spells triple your current crit chance. For example, if you have 10% crit chance, you will have a 30% chance to crit whilst this is considered active.

This is active if the target is considered frozen.

Your Frostbolt spell deals 20% more damage whilst this is active, making this superior for frost mages. Triple crit chance + 20% more damage creates a big burst damage combination. Disclaimer: This part won't benefit a boss, since Fingers of Frost doesn't affect Frostbolt, therefore you have no way to consider a boss Frozen for Frostbolt.

A target is frozen under any of the following mage effects: *Fingers of Frost, Frost Nova, Improved Cone of Cold, Freeze(Water Elemental), Shattered Barrier, Deep Freeze and Ring of Frost. I believe Hungering Cold (Death Knight) also counts.
*Fingers of Frost only makes the target frozen for Ice Lance and Deep Freeze.

Since All mage spells benefit from this effect, it is considered useful for Arcane and Fire PvP specs, since crit chance is tripled when Frost Nova or Ring of Frost is on the target. This creates powerful combos, especially for fire mages wanting to hardcast Pyroblast.

As an overview, this talent should be considered Required for any frost spec. Fire and Arcane PvP specs may benefit greatly from this effect if chained properly.

Does anyone know if this also buffs your crit chance with Gift of the Naaru against a friendly target that is frozen? That would be an interesting result.

Shatter is now a Frost only passive once again in WoD. This lowers the "Crit cap" for frozen targets to ~33.33% (33.33%*1.5+50). Crit suppression is applied prior to Shatter, however. This means that when fighting a raid boss, ~36.33% would be required to reach this cap. ((36.33%-3)*1.5+50)

Examples of things that will apply a "Frozen" effect are: Pet Freeze, Frost Nova, Ice Nova, Ice Ward, Frostjaw and Deep Freeze.

Wanted to stop by and share a bit of theorycrafting info about one of the new things in this latest build though, Flurry. As theorycrafters know, whether a spell is going to miss/hit/crit is determined when the cast bar completes and the missile leaves your hand. That's also when most stats from the caster are taken into account.

This has always been awkward for Shatter, which is extra crit chance if the target is frozen. As experienced Frost Mages will likely tell you, what matters for Shatter is whether the target is frozen when the missile leaves your hand, not when it impacts. That's why the classic Frostbolt+Ice Lance (aka "Shattercombo") works.

However, that's not what you'd expect as a player; you'd expect that it matters whether the target is frozen when the missile impacts them. You'd expect that with Winter's Chill from Flurry, the 2nd and 3rd hits, and the Ice Lance you cast immediately afterward would all benefit from Shatter.

In the current build, you'll find that we added some logic to account for those expectations. However, in the next build, you'll find that we've gone a leap further:

Due to the importance of Shatter, Frost Mage damage will be calculated on impact, rather than on finishing the cast. This applies to Frostbolt, Flurry, Ebonbolt, Ice Lance, Glacial Spike, Comet Storm (other spells have no missile/travel time). This means that, for example, you could Freeze a target while a Frostbolt is in the air, and it will benefit from Shatter on impact.

We also made a noteworthy change to how freeze effects break. We removed the protection from breaking in the first 0.5sec of their life, and instead made them break 0.4sec after they take enough damage to break, rather than immediately when they take enough damage to break. This will allow the classic "Shattercombo" to still work.

And a heads-up about how this may change in the future: In a later patch, we're going to consider having only Shatter be calculated on impact, and everything else still be calculated on cast (as before), but that was not an option for 7.0.

If anyone else is starting frost mage and confused by the wording on this like I was, essentially Shatter makes your frost spells crit for roughly 3x damage with the frozen debuff (either from Winter's Chill or an actual freeze effect like Frost Nova). So for example, my ice lance does ~200 damage when frozen and not critting, and with Shatter that would bring the crit to ~600 damage. It's a good estimate if you're just trying to figure out what the debuff does.
