Even though you can see the quest marker on Azj-Kahet map, don't try to fly directly north between Siegehold and Faerin's Advantage. I was dumb and didn't read the quest text that tells you to go to Hallowfall here: /way 63.03, 67.54

Completing this quest chain unlocks Lingering Shadows but it seems you have to wait 21 days to return to Khadgar (as of doing this on day 1)

For Lingering Shadows quest, it was weird that I had to stand EXACTLY at /way 62.90 67.37
I was off by a few feet and nothing happened. I stand at this spot and two new NPC appear

Is Alleria missing as of 11.1.0? Where is she supposed to be? She doesn't appear in Dornogal at 42.2 27 or anywhere near the exclamation marks on my map, even though my quest log says 'Continue the campaign by accepting the quest "Lingering Shadows" in Dornogal.'

I don’t know if anyone else had this issue and couldn’t find the solution. I had just come back from not playing in months and forgot pretty much everything. Here is what I found out I had to do. So, Alleria Windrunner finally showed up for me. She isn’t bugged, I had to be Rank 4 with all factions and the quest “The Fleet Arrives” the 3rd quest in the chain of “Against the Current” becomes available so I could finally continue with the campaign quest. Then Alleria shows up and all her quest chains will follow. Finish all her quest chains, “Against the Current”, “Ties That Bind”, “News from Below”, “The Machines March to War”, “A Light in the Dark” and after speaking with Anduin head back to the Foundation Hall and she and Khadgar are there with the quest. I hope this helps someone because I was stuck and didn’t know why these quests weren’t showing up.

In Dornogal I see the quest sign for "Lingering Shadows" but when I get to the stairs there are no people to take the quest from. Can you help me?

Okay i figured it out. This is just for anyone that gets here through Googling the issue. You need to fully complete the campaign for Aleria and Khadgar to show up in Foundation Hall. They start the quests Lingering Shadow and Survivors Guilt. You can check this progress on the achievement "The War Within" under "Quests". The confusing part that isn't mentioned anywhere is that all the questlines mentioned within this achievement must be completed on the same character. You can't complete one questline within the achievement on one character, and the other on the next and so on which I think a lot of people have been doing while leveling alts and campaign skipping. Thats the confusing part. Nowhere are you told this, Yes that kind of defeats the purpose of the warband feature.

You need to hop on your max leveling characters and hit L to see see which one is in the middle of this questline. If you see an objective under "The War Within" then just follow this and do the rest of the questlines for the achievement requirements. Only then will the NPC's move to Foundation Hall and you can start Lingering Shadows etc.

So why does the map show question marks on the map when you aren't able to pick them up? Either UI is bugged, map/quest addons that people are using is bugged, or the warband feature/phasing is bugged. My money is on the last one

Finished the main TWW campaign. And Alleria offered me this quest in Foundation Hall. However, I didn't accept it yet (quest log really full). Then I started the K'aresh campaign and she leaves Foundation Hall as part of that. And she doesn't return there or offer this quest elsewhere (even though its "!" marker remains on my map). So can't find a way to complete this storyline at this point.

This quest appears to be unavailable for me in 11.2.7. I'm wondering whether the problem is that you now complete 70-80 so quickly that you miss out on some necessary quest line.
