To get Resonant Echo you need to find Schematic: Resonant Echo in Zereth Mortis and bring it to the Synthesis Forge*, then collect reagents for the craft

Inside the Crystallized Echo of the First Song random Spawn Object near the The Sepulcher of the First Ones
Most of them are near the water areas, but on mountain walls so you will probably need to use glider and jump from the top of use Need Door of Shadows.

Complete Protoform Synthesis quest to craft pets / Finding Tahli questchain & After daily reset The Lost Component & A New Architect to craft mounts

To unlock battle pets from Protoform Synthesis you have to complete the quest Protoform Synthesis to get Protoform Synthesis (Battle Pet).

Schematic: Resonant Echo has chance to drop from Crystallized Echo of the First Song ( I got after 3 trys) in Sepulcher of The First Ones. You can reach this zone by using teleporter or flying.
To reach the Crystallized Echo of the First Song you can use you can use Door of Shadows or Dimensional Translators.
After get the item you'll receive the quest Schematic Reassimilation: Resonant Echo.
Return the quest to allows craft Resonant Echo.
