This optional breadcrumb is easily missable. Most players pick up the follow-up quest Halp! and turn it into a different version of this NPC at a different location, never seeing this NPC. Speak to Explorer Ko'nali at (15.53, 59.95) on the Morqut Islet before heading to To'no outside the cave.

This is an optional breadcrumb that is easily missable if you're not looking out for it. As Blizzard didn't add a quest to send you to this part of the The Forbidden Reach. You can skip this breadcrumb though as it isn't needed for the next part of the quest chain. Most players just go strait to the follow-up quest Halp! as they don't know about the breadcrumb. You'll need to finish a few quests first and do not pick up the quest Halp!, until you have this breadcrumb sending you there.

This quest will be available to pick up once you pick up the quest Never Forgotten. I'd go pick up this bread crum at this time, as I don't know how far into the rest of the quests you can go before it's no longer available. As far as I know you should be able to pick it up anytime after never-forgotten and before Halp!

Speak to Explorer Ko'nali at (15.6, 59.8) on the Island on the west of the map before heading to To'no outside the cave at (33.4, 33.2). There is also a mailbox on this island and as far as I know it's the only mailbox in the Forbidden Reach.

Make sure you do this quest and the followup, Halp!, as soon as you get them. I grabbed this after doing Never Forgotten and assumed the chain would bring me over to the turn-in area so I waited, but it never did (or if it did, I didn't realize it). When I realized we were getting ready to leave the starting area, I tried to go hand it in. This was after the final "fight" and crossing the bridge. I was on Final Orders when I realized it, but the change likely happened sooner. Soar is disabled at this point, so I tried to just run there. I ran back across the bridge but the other side had winds preventing me from going further.

So the good news is: I was able to die in the ravine by the bridge, run back to my corpse and found I could Soar in this part of the map. After multiple attempts Soaring over the mountains, I succeeded in getting to the little guy and turned in the quest.
The bad news is: While I was able to pick up the followup, Halp!, the npc's for the quest are gone so it could not be completed.

TL:DR: Do the quest and followup as soon as possible or take a chance on not being able to do them.

Find and meet To'no.

Description

Oh, excuse me but we did not know your kind was on this island. We are only newly arrived to these shores looking for a unclaimed land to call a home. We mean no harm and will move on if this land truly is forbidden. My son To'no is quite the fan of dragonkin of all sorts and I am sure would have many questions for you. He is my little explorer. If you see him before I do know that you may be accosted by many questions. Now where did that little moo get to...?
