This quest is the end quest of the 5.3 legendary quests, and rewards you with a ilvl 600 cape.

Upon completion you will also get the achievement Chapter IV: Celestial Blessings.

600 ilvl,really? the jump in ilvl for gear between HoF/ToES heroic and ToT normal was only 12(510-522). if the same holds true for ToT heroic - Siege of Orgrimmar normal, it will be 535(ToT heroic)-547(SoO normal, which would put SoO heroic at 560). i can't imagine why there would be such a high ilvl jump even for a legendary item.

Seems to be the final quest in the 5.3 addition of the Black Prince questline. If you are in fact done with the 5.2 additions (which take significantly longer than any other part), this only requires very little work netting you a 600 cloak pretty much on the spot.

Take note that besides the regular rewards for a plate tank, healer, caster dps, agility dps and strength dps this quest actually also has an agility tank equivalent with base dodge; this not to devalue the three sidestats these cloaks have specifically for Guardian Druids and BM Monks. Currently however, BM Monks seem to benefit more from the agility dps cloak anyway. As has been aforementioned, these cloaks actually lack Hit and Expertise, giving the opportunity to divide even more increasing numbers of connection stats over other gear pieces.

I think with these cloaks, Blizz does a good job rewarding the community.

Does anyone know if you will be able to pick up more than one cloak?

As a tailor, only having one cloak is a pain in the ass (constantly changing the enchant on it depending on if I am DPS or Heals). Hopefully they'll give us a way to get items for all our specs (just like all the previous phases have allowed for).

You can buy additional cloaks for 7000g from the usual guy; however, the cloaks are unique, so getting another one requires getting rid of the one you have.

You can buy extra legendary cloaks from the vendor Blacktalon Quartermaster located in the Tavern in the Veiled Stair for 10,000g.

Being exalted with The Black Prince gives you a 20% discount which is additive to the level 24 guild perk "Bartering" (a 10% discount) for a total discount of 30% or 7000g.

Edit: Cloaks are unique right now, maybe in the near future you will be able to hold a 2nd one in your bag.

Speaking as somebody who does both PvE and PvP, with 3 secondary stat's and a gem socket, is it possible this is an equally as good gear choice for PvP, even after downscaling? Although I guess this would depend on the class, and reliability on secondary stat's but, it would have 140 more Intellect than the PvP equivalent, which is almost 25% more Intellect, and 30% more secondary stat's, than the Tyrannical equivalent.

I don't think I would be better, but I think it's possible that it would be a very close comparison meaning you could probably leave the cloak until last to buy. Just a thought anyway.. :)

When scaled down to ilvl 496, the Jadefire (Int Haste Mastery Crit) has

1022 Stam,
602 Int
331 Crit
331 Haste
331 Mastery
Red Socket (160 Int for me) and a 60 Int socket bonus that does not scale up or down.

I'll assume the other cloaks have very similar if not identical stat distribution, this would make it a fairly close comparison. Although the 272 PvP power on a PvP cloak would probably be a better upgrade, I don't think the difference is going to be huge.

As far as I can tell, this cloak punches well above its ilevel weight.

I decided out of interest to try and figure out what the stat weight increase would look like by analysing the growth on heroic and thunderforged items and their upgrades.

Looking at the Horn-Rimmed Doomcloak for example, it is possible to monitor its stat growth per level:

Primary Stat vs iLevel

535 : 980
539 : 1017
541 : 1037
543 : 1055
545 : 1076
549 : 1117

Secondary Stats vs iLevel

535 : 654
539 : 678
541 : 691
543 : 704
545 : 717
549 : 744

By extrapolating this stat inflation I estimate the following expected stats at iLevel 600:

Primary: 1816
Secondary: 1118

In short this cloak would be 100 primary stats points and 400 secondary stats point short without the gems or third stat. The 220 in a primary stat, which is what you'll get by gemming for it, is probably worth that difference.

Which means the third secondary stat is basically a bonus above what I would estimate an "ordinary" epic cloak of iLevel 600 would have.

Legendary Cloacks and Procs Feedback
It's that easy? It doesn't take 3 months of raiding Siege of Orgrimmar to get the legendary cloak? We can get the cloaks the day 5.4 goes live?

Assuming you're all caught up on the quest, yes! You should be able to get your legendary cloak pretty quickly once Patch 5.4 hits.

The reasoning is simple: we want you to be able to use it for progression. Past legendaries (including the earlier bits of the Mists of Pandaria chain) have typically taken a pretty decent amount of time before you're able to get them. That's great for heading into the next tier (or finishing up the current one), but when the next tier is in a new expansion, it can leave them feeling a little... flat. You end up using them mostly for farm, and then you replace them once the next expansion hits and you outlevel them.

It also feels a little strange thematically. "We need to properly gear you for the fight against the Lich King so uh... go kill the Lich King!" Bit awkward, but required for gameplay purposes. A legendary doesn't feel terribly legendary if there's no effort involved in obtaining it.

So, since you've been working so closely with Wrathion over the course of the expansion already, it makes sense that he'd want to equip you properly for the final resolution of the Alliance vs Horde conflict -- before you set foot in Orgrimmar. And since you've put in so much effort up til this point (starting in patch 5.0 and continuing up through patch 5.3), we don't really need to add more.

We've obviously been experimenting a bit with how players earn legendaries in this expansion, so continued feedback (both on how you earn them as well as the actual legendary items themselves) is extremely valuable. Thanks!

Great news from a blue on upgrading the cloak to ORANGE woot! Finally, a legendary that you can use for the end game!

In patch 5.4 cloak is needed in order to get to the new world boss!
Heroes who have earned the legendary cloak from Wrathion may access the sanctum of the fiery Yaungol demigod Ordos, atop the Timeless Isle.

I completed this quest and was awarded Chapter IV: Celestial Blessings and the cloak during 5.3 - perhaps if you do it during 5.4 or later you get Meet Me Back at the Inn next instead.

Hello all!

I wanted to give you some clarification about the cloaks. Keep in mind that the quest chain continues where you left it. That means that if you choose the healer cloak with spirit, when upgrading it with the Timeless Essence of the Black Dragonflight, you’ll receive the healing cloak.

But we have good news! If you want to change the cloak you chose, you have the possibility of buying a new cloak from Blacktalon Quartermaster, along with the Timeless Essence of the Black Dragonflight.

Please, keep also in mind the cloak and the Timeless Essence will only be available once you've completed the relevant quests:

For buying the cloaks, you need to have the quest Cloak of Virtue completed.
For buying the Timeless Essence of the Black Dragonflight, you need to have the quest A Pandaren Legend completed.

Right now I'm seriously confused on how these things work. From what I've been seeing, there is a new, easier way to get a legendary cloak with the new island. Someone explain to me what is going on, and why I should bother to gather secrets of the empire if I can just spend 30 minutes on timeless isle and get the cloak there...?

So here is my question, I am late getting in to this quest line, but I am stuck on the incoming quest, and I am not sure if I did the meet the scout quest, and I can't seem to find it from sunwalker at shrine or in krasang, any ideas would be great.

Maybe a blue can let me know, I started this quest before 5.4 and just now got to the incoming quest, and I have no idea if I did the meet the scout, but I can't complete the incoming quest. I've looked around for the other quests and nothing is popping up anywhere.

Upon getting a superior green cloak from Draenor trash, I deleted my old Legendary cloak without a care. Turns out though you still need it to gain access to raid boss Ordos, which I may attempt to solo in the future (hunter ofc).

You may still obtain a replacement and the gems at the Tavern in the Mists as of this date, for 8000g.

I want those of you who are about to vendor this cloak to reconsider. Mine is upgraded 2/4 and I did a bit of testing to see what was bos for player lvl 99.

First, let's consider the proc for my dps version. At 2/4, the proc hits 6 times over 3 seconds, blasting up to 5 enemies for 1526 damage each tick, meaning the proc potentially puts out 45,900 total damage over 3 seconds.

It procs 2.66 times a minute, for an average of 8 procs per 3 minutes, which is potentially around 367,200 damage. So if the fight lasts 6 minutes, the proc potentially deals 674,400 damage, and at 9 minutes it is 1,041,600 damage. And remember: the Flurry/Strength of Xuen CRITS, so it is likely this damage can go as high as 1.4 million per fight, if there are 5 enemies in front of you.

And bear in mind, this is not stat-stick, it is a cloak which PUTS OUT DPS by itself~!

What about the primary/secondary stats you ask? Remember there are 3 secondary stats, which balanced out are about what you would get from an ilvl 665 cloak with 2 stats. When you add in the fact that you can gem it (I believe: with a WoD gem since the cloak is over 600 ilvl), then the primary stats for a fully-upgraded 4/4 cloak are comparable to an ilvl 655 cloak.

So altogether stats+proc make this cloak as powerful as an ilvl 690 cloak, yet another reminder that bos (best-in-slot) gear has NOTHING TO DO WITH ITEM-LEVEL.

So don't be so quick to vendor this one, and if you have, just go buy a replacement. Keep it in your bags for fights with lots of mobs at least and wear it proudly! Until you reach lvl 100, when the proc is disabled. Which was a horrible decision on Blizz's part since, with the proc, this cloak was clearly going to be bos.

Damn you Blizz Devs! We want our atatatatatatat baaaaaack!
