While the Pandaren/Grummle Endeavor is active in a Neighborhood, Luckydo's appear on the ground around your Neighborhood. They have a 2-minute respawn timer and come in a variety of appearances when on the ground, but they're all the same thing once they're in your bag. Each Luckydo in your bag gives you 5 stacks of a Luck buff (limit 100 stacks of buff). The buff won't go away until/unless there are fewer Luckydo's in your bag. Having more stacks of the Luck buff makes it easier to find Kafa'kota Berry on the ground around your Neighborhood.

Use Kafa'kota Berry to obtain Kafaccino from Cousin Shortkaf then wake up Sleepy Residents:

Alliance Founder's Point /way #2352 52.9 37.7 Cousin Shortkaf
Horde Razorwind Shores /way #2351 54.1 56.1 Cousin Shortkaf
Trade 5 berries at a time to Cousin Shortkaf to receive one Kafaccino per trade.
Find a Sleepy Resident nearby, talk to them and give them a drink.

Cousin Shortkaf has returned to Neighbourhoods with 12.1 and now sells a Stack of Kafa Mugs. He's one of two new NPC's I've spotted so far, outside of their respective endeavours, the second, a Mecha Gnome did not sell new decor. For Horde can be found as 51.2, 61.8,

Just discovered Griftah is also around, over by the opposite faction, so 40.2, 72.9 for Horde. He sells three new decor items: Griftah's Resizing Hex-Skull, Griftah's Mystixal Polter-Urn and Gritah's Torch of Rotation.
