The Doppel Gang rare is located in Sparkweaver Point Mechagon.
Part of the Rest In Pistons achievement

Step 1 This is one of the hardest rares, because it requires to complete 3xCogfrenzy's Construction Frenzy and get 3 Pressure Relief Valve
You get the Cogfrenzy's Construction Toolkit from the quest and find 1 Pressure Relief Valve inside.
You can collect all 3 items by yourself or ask someone else with an item to help you.
Step 2 go to the location north-east of the Rustbolt and activate all 3 Pressure Exhaust Pipe.
Then click on button in the middle near the Doppel Gate

If someone else is summoning this, you can go there and tag the Doppel Gang and still get credit towards the achievement.

I think the problem is that the person that uses the pressure relief valve has to use it after it has been installed so that there is smoke coming from the pipe. Also there has to be 3 people total with the pressure relief valve to activate this boss. Had it working on area 52. And i believe if you see a pressure relief valve on a pipe that isnt smoking that it will be glitched until it resets because the person that placed the pressure relief valve did not use it after placing it and left the area.

To get this you have to install the valve and activate it after, once someone installs the valve and don't activate it, it gets bugged. if you have 3 pipes up with no smoke you can do it.

Very buggy event, apparently. Earlier today it was bugged so that the pipes weren't all clickable. Just now we were able to activate all three pipes and press the button. Several little robot mobs spawned but after that, nothing further happened. No gang, no loot.

I've been camping his spawn for the past few days, and have never seen the pipes pop up. After searching obsessively, I found a guide that stated that the pipes only spawn on days that the Cogfrenzy's Construction Frenzy quest is active. So hopefully this saves someone else the headache of camping a rare that never spawns.

After camping here multiple days I am going to say that I suspect this rare is only available on days that Cogfrenzy's Construction Frenzy is available. Which I suspect is due to needing Pressure Relief Valve from Cogfrenzy's Construction Toolkit. I have camped this rare for 8 hours straight the past few days with no poles spawning and comments here seem to only pop up on the two days the daily was available. When the daily spawns again, or if they pop prior to that, I'll update this post with some further information.

Edit: My suspicions were correct. Cogfrenzy's Construction Frenzy was available today and sure enough the poles were up to summon the rare. So in order for this rare to spawn you definitely need Cogfrenzy's Construction Frenzy to be active that day.

Does look like it is going wrong after you pushed the red button. Many small figures, copies of the one who pushed the button appear after you heard the gears of the hatch. The hatch is never going to open and after you killed all the doppel gangers, you have killed the rare, according to the achievement Rest In Pistons. But there seems to be no loot.

Cogfrenzy's Construction Frenzy active in mechagon
3x player with Pressure Relief Valve reward from Cogfrenzy's Construction Frenzy
go to /way 80,90, 20,02
click on Strained Exhaust Pipe
kill Doppel Ganger

Once you have your three Pressure Relief Valves:
Use all three Strained Exhaust Pipe/Strained Exhaust Pipe/Strained Exhaust Pipes.
Use all three Pressure Relief Valve/Pressure Relief Valve/Pressure Relief Valves in the middle of said pipes.
Use the Big Red Button that appears in the middle.
These guys then emerge from The Doppel Gate.
BTW The Doppel Gang is a hidden quest, you don't have to accept it or turn it in. It's like an (invisible) wold quest in that regard - you do the stuff, and you get the (meagre) reward.
