These are learned from your professions trainers on the PTR atm. And they are used to be added to a pattern before crafting the item to upgrade it's Ilev to 100, same as normal Ny'Alotha raid. These will be great for getting Alts geared up and ready for SL during pre patch. Also some weapons from blacksmiths have some great effects even your main might want going into SL.

Up to this moment,
the three professions,
Tailoring
,
Leatherworking
and
Blacksmithing
can create
5 different relics
:
Relic of the Past I
→ It sets the
Item level to 19
and the required
level
to
14
on retail.
Relic of the Past II
→ It sets the
Item Level to 28
and the Required
Level
to
23
on retail.
Relic of the Past III
→ It sets the
Item Level to 39
and the Required
Level
to
32
on retail.
Relic of the Past IV
→ It sets the
Item Level to 48
and the Required
Level
to
41
on retail.
Relic of the Past V
→ It sets the
Item Level to 54
and the Required
Level
to
47
on retail.
On top of that, each expansion whithin that profession, can make the five relics using materials from that expansion and once you made a relic you can trade it. Not matters wich expansion it came from nor which profession made it.

Hearing today..Blizz is making the item lvl 87 instead of 100...so items wont go to 100 max right away...Can anyone verify that? Heard on SamadanPlaysWoW twitch..

ok theres a problem with monk vendors in kun-lai summit.
they sell disenchantable weapons.
tl:dr you can DE these weapon, then make lesser magic wand for the cost of like 22 silver + relic mats and vendor the wand for 83g68s.

It was really exciting that they wanted to bring old crafting back and make it valid.
I'm really disappointed that they did not manage to find a balance with this item.
At first the gear crafted with this item was level 100, then 87 and finally 54!
The whole system is now more or less useless!
It grants fancy numbers on transmog gear but no usable gear (except for maybe 3 levels while leveling)

A better way of approaching this item would have been to let the gear crafted decide the level
For example:
Green Tier (Itemlevel 54)
Netherweave Bracers
Blue Tier (Itemlevel 59)
Bracers of Havok
Epic Tier 1 (Item level 64)
Unyielding Girdle
Epic Tier 2 (Item level 69)
Primal Mooncloth Robe
Epic Tier 3 (Item level 72)
Sunfire Robe
Sure they would have to nerf some overpowered items.
But it would have been FUN!

So there's good news and bad news.
Good news is, they updated this to ilvl 163, much more respectable
The bad news is, the required level was upped to 55, meaning that if for some reason you had a level 51 character with one of these equipped... it's a little inconvenient
