Krom Stoutarm sells them along with all previous upgrades etc in Ironforge, Hall of Explorers along with the new unlocks for flight paths.

You can spend Timewarped Badges on these. 1200 for Weathered Heirloom Scabbard, 1000 for Weathered Heirloom Armor Casing.

This is definitely not worth it for Legion (might be when we get beyond Legion though, but who knows for sure)....

That's the short version. The longer version comes here:

lvl 100 character = ilvl 605 weapon

lvl 101 character = ilvl 695 weapon

lvl 102 charachter = ilvl 707 weapon

lvl 103 character = ilvl 718 weapon

lvl 104 character = ilvl 730 weapon

lvl 105 charachter = ilvl 742 weapon

lvl 106 character = ilvl 753 weapon

lvl 107 character = ilvl 765 weapon

lvl 108 charachter = ilvl 777 weapon

lvl 109 character = ilvl 788 weapon

lvl 110 character = ilvl 800 weapon

Basicly you need to be lvl 106 before heirloom weapons are better than baseline artifact weapons. Assuming you get relics along the way (of leveling) you'll probably need to be lvl 108 for heirloom weapon to even have a slight chance at being better than artifact weapon.

These do upgrade previously crafted heirlooms.

So you can keep and pass around ones sitting in your bank that you may have previously gemmed and/or enchanted.

Coming in 9.1.5, Eternal Heirloom Scabbard - This is the next item in the series of heirloom upgrades, and will require the item to be upgraded to 50 already, before it can then be upgraded to 60.

First of all, you will need minimum 3900 gold to get the starter heirloom set which will gives you a boost till reach level 60 (+you will need a guild too, to get some of them which are listed below):

So, If you want to start, your alt character with +xp boost, you will need minimum: 3900 gold - Without weapon
If you want to do it with a weapon: you need + 750 gold (for Mage, Ret Pally, Warrior, Death Knight, Druid - Feral/Guardian), Priest, Hunter - Total: 4650 gold With weapon

After reaching level 60, you will need additional 1000 gold for Ancient Heirloom Armor Casing. This item is needed to upgrade your armor to 90, but please note: all of the items, waht you want to upgrade need one of this item, so to upgrade your full sett to 90 from 60, you will need: 7000 gold for the armor upgrade!
For the weapon upgrade to 90 from 60, you will need an additional 1200 gold for Ancient Heirloom Scabbard. This item is use only by: Two-Hand, Ranged Weapons and Staffs.

Unfortunately, if they offer a 110-120 piece, you'll have to buy the 100-110 upgrade for the weapon anyway.

Unless you really really REALLY need to level an alt ASAP, I'd delay buying upgrades until potential changes to the heirloom system for Shadowlands are confirmed. The removal of heirloom XP buffs, the level squish and the dramatically reduced time required to reach level 50 may spell the end of this gold sink.
