This quest is for ALLIANCE neighborhoods.

Between plots #12 and #25 (the west-most houses you can buy in Founder's Point) there's a hill with a red flag on top of a set of stairs, serving as a lookout. Check below the first steps of the wooden stairs.

It appears there are multiple different versions of this quest. The one I got had a haiku about the Cider Mill. It looks like they've written a haiku about this particular treasure, too.

Found this in Outer Banks overlooking the ocean, platform with red flag, decor is underneath the stairs.

North West of the Dock on the ocean. The Dock is on West side of the Alliance housing. I submitted a picture which must be approved.

In the version of Founder's Point the person who owns lot 25 built some kind of geodesic dome that also sits over the stairs where the treasure is located. I had to figure out a way onto his property to find the stairs inside the dome, with the treasure at the foot of them.
