It can be done on LFR, but:
The 2nd wing will unlock on November 21st
3rd wing on November 28th
And last one (with Fyrakk) on December 12th

Anyone know what the requirements are for picking up this quest? I've tried sharing it in a group but for a lot of them, it says that they haven't met the requirements for this quest.

It works even if you killed the boss same week on the same difficulty.

Killed Fyrakk on Normal and LFR difficulties this week, then pushed campaign, got this quest, queued last wing of LFR -- got credit, no problem. Previous similar quests involved certain quest item that had to be looted from the killed boss, and that's why second kill would not yield any credit for older raids.

is there any way to do it in story mode? i can not find anything about it but the quest says that it can, i am already level 80 and i can not see it anymore in dungeon findr at all because i already did War Within content.

Description

Fyrakk may have entered the temple, but our fight has not ended. Thanks to your efforts, we have broken through his forces. There is still time to stop him. You must gather your allies and follow Fyrakk into the Wellspring Temple. We will cover your flank. Know that it is not only Amirdrassil that you protect this day, <name>. All of Azeroth will burn if Fyrakk claims the World Tree. He must be stopped, here and now. This is our final stand.
