In order to purchase this item you must be level 84 or higher, and have done the Hero's Call quest or horde equiv. The Hero's Call quest took me around 1.5 hours due to the amount of alliance trying to do the quest at the same time.

These items are only available on these vendors, and they vendors are part of phased Twilight Highlands.

The items are limited stock, though if they are on the vendor, expect to see 2-4 of each. I've seen them respawn in around 15 minutes, though I've also sat there for more than 30 minutes and gotten nothing. They always seem to respawn between random dungeons.

I wouldn't exactly suggest camping the vendor, as to reach level 525 inscription (realm first!) it took me 2 Deathwing's Scale Fragments and one Preserved Ogre Eye (or you can use one Bleached Jawbone or one Silver Charm Bracelet). You can alternatively use Scavenged Dragon Horns instead of 2x Volatile Air/Water/Earth/Fire, might save some money.

I've posted prices they cost me at exalted w/ Stormwind to compare if you were going to purchase off the auction house, though if you're not 84, it may cost you more to have someone fly out there and wait 30 minutes than to buy it off the AH.

These items also appear to be dropped off mobs and available through other means, though until Wowhead updates, I have no clue.

They're for inscription offhands and relics. They are the only way to get 525. Unfortunately due to Volatile prices, I have not made more than the leveling required of these items, so I'm not sure how much use after 525 they may have.

The restocking time on these appears to have been hotfixed today - I'd say 5-10 minutes from my (limited) checking. I was beginning to think the only way i'd be levelling inscription was from the 1-a-day forged documents (previously the only time i'd even seen a fragment it was going for 4k on the auction house!) but I picked up 10 fragments within half an hour today.

I camped this vendor for a long time with absolutely no luck. I'm assuming the respawn time is higher in off peak hours... but still. Why make a required item so annoying to obtain? I'd rather level fishing that wait for this broad to restock.

the sold by tab reports all them vendors selling for infinity supply but dont carry it. looks like twilight highlands is the only place to get it. Unconfirmed weather non scribes (its scribe fellas not inscriptionist!) can buy them. ill camp on my nonscribe for a little and letchall know if i find anything :)

edit: as im camping this vendor im wondering if anyone knows if i keep the window open will the objects appear or do i need to open/close the window for it to refresh? bout 20 min of window held open and 10 min of checking now and then while dailying and no spawns seen yet.

edit again: purchased the quick respawn item and held window open for 5 min. closed window reopend it and the bags were back. you must close the window and reopen it for it to update when items spawn.
pps i camped it for like 30-45 min reloging to my 85 non scribe every 5 min after camping non stop for 45 min and i never saw it. came back at 4 am and its not here. those that say its purchasable by non scribes please confirm that?

These items were not showing up for me before then tonight at around 3 am my server time they were there. I kept checking back about every 7 mins or so & they had repopped. I do not have inscription on this toon but was able to buy them for my alt who does have inscription.

Found one tonight in a Flamescarred Lockbox off Schnott's Elites - not sure if the loot becomes randomized at the time the box is unlocked, if it's locked to the source, or only the level of the box.

I am there now, no Fragment of any kind. (Jan 28th 2011), as i read on, this hero's call questline...Not sure if i have done it, but what a drag.

As of 4.0.6 they now show up in level 400+ lockboxes that are pickpocketed by Rogues.

Doesn't seem to need be any quest, went on my main who has completed all the quest, and both the vendors in Orgrimmar that are supposed to sell the Scale didn't have it.

I went to Twilight Highlands and bought it from Una Kobuna which also sells the other mats for Inscription.

Pssh, these arn't real Deathwing scales, the vendor clearly used the simpler method of getting the Collectors Edition and prying scales off Lil' Deathwing. When people asked why they are so small they just stammered something about it being a fragment to pass it off

If you're a Horde toon struggling to find a way to open up the Dragonmaw Clan rep vendor Una Kobuna in at least patch 9.2.7 and beyond, this might help you:

Several crafting vendor reagents are exclusively sold (and can occasionally be found in pickpocketed junkboxes) by Una Kobuna, a vendor that will only be phased to you and visible once you complete far enough into the Horde intro campaign to Twilight Highlands. It will be very common that if you are on a newly created level 60 character that never messed around in Cata that you don't have this vendor unlocked and there will be layers of phasing preventing you from properly starting this quest chain. I recently got this fixed for the bank toon I was trying to unlock it on after tons of trial and error, digging through comments and finally a helpful person finding a work around. Here's what I did and I hope it helps.

If the toon you want this unlock on is 50 or below (perhaps 60 and below if you're reading this in Dragonflight), you can probably head over to Chromie and tell her to put you in Cataclysm timewalking which will allow this questline to work properly with no other work arounds.
If you are about 50+ (60+) or max level, Chromie probably won't be available to swap around your timewalking phasing so what I found worked for me was to take the portal to Zuldazar in the Org portal room, then find the Earthen Guardian NPC to start A Dying World. Head back to the Zuldazar portal room you just left and take the portal to Silithus. Talk to Magni and do the short questline where you get your Heart of Azeroth and piece of azerite gear and by that point you should be far enough, so just exit back out of the Heart Chamber, take that portal outside to Zuldazar then the portal back to Orgrimmar.
To start the Twilight Highlands intro questline you want to start out heading to the Warchief's Command Board, the quest breadcrumb starting object in front of Grommash Hold in Orgrimmar.
Unfortunately you don't seem to be able to search or sort for what breadcrumb quest you'd like so if you do not see it listed as one of the three available, you'll have to keep accepting quests from the board until you finally see Warchief's Command: Twilight Highlands!. Accept that, abandon all the filler quests you had to accept if you want, then head inside Grommash Hold.
When you finish the Warchief's Command breadcrumb, it should point you to Eitrigg to continue the chain and it should be pretty self-explanatory from there but be prepared to spend quite a bit of time. Once you quest to open up the portal in Dragonmaw Port then port to Orgrimmar and talk to Saurfang, you should be good. Travel back to Twilight Highlands at the Cataclysm portal area and the city should be visually phased, indicating the vendor is now available to you.
If Eitrigg did not have the follow-on quest after the Warchief's Command breadcrumb quest, double check that you did what I suggested in point 1 or 2. Eitrigg not having the follow-on quests is a phasing issue inside Grommash Hold and those 2 suggestions are the only way I know to get around it.
