Damage & Performance: Currently, the crit damage bonus that Dwarf and Tauren provide is the best option offensively that you can pick.

Mythic+ & Utility: Dwarf is, no contest, the best option here, as Stoneform provides an extra defensive and a self-dispel of any effect. Blood Elf has access to Arcane Torrent which has some extremely niche application as well.

The guide currently shows that Riposte is an Outlaw Rogue ability, however that skill belongs to Protection Warriors. Outlaw Rogues, and Rogues, in general, have Evasion.

BiS says 2.60 weapon speed in MH and 1.80 for OH? I'm looking at Outlaw I dont know if spec matters. Has that always been the case? I always dual wield 2.60 but admittedly I dont often use my rogue.

I'm a rogue-like player who loves outlaws. I want to say that the new version of Outlaw is really well designed, with a refreshing sense of attack and unparalleled operability, which makes people love it. But I don’t know if the designers have noticed that when the Outlaw faces a large number of enemies, he can only cause limited damage to eight enemies. When next season starts, there will be four new dungeons, all of which are packed with monsters. I worry that it will be difficult for the Outlaw to play his role. On the other hand, the damage dealt by the Outlaws is highly random due to the existence of the Fate Bone Dice, especially when getting Brawl and Buried Treasure, the damage will become very low, and this buff combination But it's very easy to get. Of course, it's exciting to get 5 buffs at once. Maybe the designer will update the Outlaw in other aspects next season, maybe a new mechanism, maybe a numerical adjustment, or other unexpected changes. For M+ I'd argue that Night-Elves is a realy strong race as Shadowmeld can be used to exit combat and restealth to get another rotation of subterfuge in.
