There is a path, on the south side of the mountain around (57:50) that leads you to the back of the middle of building; head to your west and climb the mountain further, There you should be almost as high, if not as high as the tower. You will either need a Goblin Glider or the Rocfeather Skyhorn Kite, with the Emerald Winds

It is related to the Higher Dimensional Learning achievement. You'll need to purchase and use a Beginner's Guide to Dimensional Rifting in order to interact with the book. You can buy this from Veridis Fallon after reaching Revered with Court of Farondis.

Do these chapters disappear upon reading by other players? I just got the Beginner's Guide and it teleported me to this chapter first but the book/chapter isn't on the tower at all for me. Or do you need to read them in order?

I'm trying to get there using the comments below. From the surrounding mountains, I can see a portal, presumably where the book is supposed to be. Does anyone know where the other side of that portal is? Maybe it's an easier way to get the book.

Edit: Never mind, I just found out. It leads to the grassy hill just below the dome.

Edit 2: There's also a mountain ridge, if you can get to it, behind the building. Tomtom coordinates are /way 54.79 50.66 if you get to that point, you can use the kite or glider to get to the portal platform where the book presumably.

Edit 3: Finally got my first book after purchasing theBeginner's Guide to Dimensional Rifting. Not sure if its required, but it seems to have helped. Waited more than a half hour for the spawn without the book. Got the item, used it, and the book was there.

It's good to note that the purchased item is NOT consumed upon use. There is a 4 hour cooldown, however.

Got there using the guide, although if you have flight now with pathfinder II, that helps a LOT.

Two realm hops failed to find anything. Logged off. Came back in 20 minutes later, it was there, waiting to be read.

The point is, be patient. It will spawn if you are looking on the right day.

I couldn't climb up the mountain high enough beside the tower, so I just used a goblin glider from Dalaran.
