This achievement is the Legion version of the Wrath of the Lich King achievement Higher Learning.

To complete this achievement and unlock the Toy (Adept's Guide to Dimensional Rifting), you need to find the seven chapters of Beginner's Guide to Dimensional Rifting that are located in various spots in Azsuna.

As it turns out, another item can help you find these 7 chapters! Beginner's Guide to Dimensional Rifting can be purchased from Veridis Fallon for 500g upon reaching Revered reputation with the Court of Farondis faction.

Beginner's Guide to Dimensional Rifting has a 4 hour cooldown. Using it will teleport you to a random spawn point for a chapter of the book. In all likelihood these will have long spawn times, and the destination will not have the chapter you need - hence the following flavour text:

"This seven step tome can be mastered in one week provided all the knowledge is there.
*Disclaimer, the knowledge is rarely there."

Dimensional Rifting Ch. 4 - Risks and Rewards at 58/12 to get to the top of the tower use the Portal at 59/14, it is on top of a bridge. bear in mind the portal gets in the way when you try to click on the book

For Dimensional Rifting Ch. 2 - Holy Places to Many

You can go to the high mountains to the north of its location (the book is located at 55, 72) and climb as high as possible (I was able to get fairly high using Fel Rush, but other classes can do it by other means) and then jump off, combining Emerald Winds and a glider such as Rocfeather Skyhorn Kite to get to the top of the book's tower without needing to wait for Beginner's Guide to Dimensional Rifting to bring you.

You will need the Emerald Winds and a glider of some sort (note; Demon Hunter glide loses too much height mid-air and won't make the journey).

I don't ever record my gameplay, so sorry if it's not the best job. This is recorded on a Demon Hunter, and it's definitely easier to reach the mountaintop on one, but it CAN be done on other classes; I have done it on Hunter and Paladin, too.

How this works:
There are 7 books in Azsuna, some of them are just lying on the ground, some of them are on the top of the towers. Book spawns in 1 of 7 locations.
It seems to me, that mechanics is similar, but not the same as in Higher Learning.

You can buy Beginner's Guide to Dimensional Rifting after Revered with Court of Farondis from Veridis Fallon
This toy can port you to one of the books locations, but it doesn't guarantee you will get the book.

I have done Higher Learning back in the days in WotLK and have to say that this one feels different.
You don't have to check every location for hours, because you have the toy
You will use the toy for world quests and fast transportation in Broken Isles anyway
There will probably be no spam in dalaran that book has spawned

To be tested:
I saw the book on the ground for 30-40 minutes. Had to go after this, so maybe it was there longer than 30 mins. So the book will not disappear if someone picks it up.
I also noticed that Beginner's Guide to Dimensional Rifting always ports you to the same location. Location changes daily

According to the toy description:

we can expect to see only 1 book per day. And i checked my logs and i it is true, i got 1 book per day. (mostly because i never checked for other books and just used the toy 1-3 times a day, still got 6/7 in 7 days)

For Dimensional Rifting Ch. 4 - Risks and Rewards, don't stand there and think your UI is bugged. The book that the skeleton is holding onto is NOT the book even though when you hover over it, it says "Beginner's Guide to Dimensional Rifting" lol. A GREEN book will be in front of it that you can click.

Can you actually get these without the toy?
I'm wondering because I've checked several of the locations manually and found nothing (even the one you need to glide/emerald winds to).
Yet I've used the toy twice today since getting it, and both times the book was right there.

Makes me think the book is only there if you use the toy to get to it...
Has anyone found one without using the toy?

**UPDATE**
I have kept checking and still nothing.
I've only found a book while using the toy, and using the toy I get the same location several times in a row before it changes to something else.
I would guess it takes you to the same book each day and switches at midnight realm time.

When using the toy so far all but one time the book has been there.

Information I have gathered so far:

This achievement Higher Dimensional Learning is obtained by clicking/interacting with 7 different books located around Azsuna
The books can only be seen when the item Beginner's Guide to Dimensional Rifting is used. If you go to the location without using this item you cannot see the books
Beginner's Guide to Dimensional Rifting can be bought from the vendor Veridis Fallon when reaching revered with Court of Farondis
Beginner's Guide to Dimensional Rifting, when used, will teleport you to one of the book's locations and has a 4 hour cooldown
Despite having a 4 hour cooldown, it seems Beginner's Guide to Dimensional Rifting is 'daily-locked' and will always teleport you to the same location on any given day. This location seems to be reset at midnight (as opposed to the daily reset time)
I was able to find each of the 7 books in 7 days without getting any repeats. This may be coincidence or there may be some fixed pattern of spawns (ie: it may not be random what book spawns each day)
After clicking on a book, I have observed it both despawning and respawning, although there seems to be no pattern to this. I have seen it despawn immediately after clicking it and despawning 5 minutes after clicking it. I have also observed it respawning after around 2 minutes, but it sometimes took up to 15 minutes to respawn
Due to random despawn/respawn timers, if the book is not there when you teleport, I advise waiting a while, because it should eventually appear.

In case you use the toy to teleport and you don't see the book at that point, you can use cross realm to loot it, just queue for a random group or use de addon "Cross Realm Assist" and you will probably find it on your first hop cause respawn is not that long :)

The books spawn in order numerically, and the Beginner's Guide to Dimensional Rifting will always teleport you to the book that should be up that day. The past 5 days of me using this item has proven this. Today for me was Book 3, yesterday the item brought me to Book 2, the day before that was Book 1. Tomorrow should be Book 4.

Correct me if i'm wrong but for the EU the rotation seems (each starting at 00:00 AM and ending 23:59 PM servertime the same day):
Book 1: Sunday
Book 2: Monday
Book 3: Tuesday
Book 4: Wednesday
Book 5: Thursday
Book 6: Friday
Book 7: Saturday

Respawn on the books seems anywhere between 10-30 mins, most of the times 15 mins or less.

I have used this item 3 days in a row now, and gotten taken to the exact same spot each time (Where I found chapter 1 - the Ruined Sanctum). Is this suppose to happen? Multiple people here have reported not being taken to the same place twice.

Beginner's Guide to Dimensional Rifting Ch. 7 - Our Legacy spawn time for me was 45 minutes from arrival on a Saturday (Khadgar-EU).

The book despawned 2 minutes after I read it.

Beginner's Guide to Dimensional Rifting is NOT toy. If you want to save yourself the 425 gold, you can buy this item each day and port to the location of the days chapter. Then sell the book back to a vendor (I just sold it to my mount vendor) for a 425 gold refund. Rinse and repeat for the next 7 days.

If the book isn't there, try to jump realms (I use Cross Realm Assist addon for that).

Just have book 3 left, and have had it left to get for about a month. I've checked it's reported location on wowhead every Tuesday, but have never seen it there. I will keep checking but hopefully I will get it someday.

I have attained the Beginner's Guide to Dimensional Rifting and used it two days in a row now and got ported to two different locations. The book wasn't up upon my arrival at either location nor did any book spawn in the long while that I waited there watching for it. In those two days, I also ran around and checked all other six locations and have found no book up nor saw any book spawn in the long while that I waited in each spot watching. I didn't notice any other comments here having this similar issue so I have no idea whats going on with my situation. However, there are several different ideas listed in the comments here with various ideas about how the porting item and spawn times work. From what I gathered:

1.) The books spawn in a set location and with a set rotation based on the day of the week.
2.) The Beginner's Guide to Dimensional Rifting ports the user to the spot in which the book should be up for that given day.
3.) The spawn time of each book may be much longer than just a couple minutes so realm hopping may increase one's chance of finding something.

Im not sure if this has been mentioned, but the Chapter 3 has a phasing issue. If you are having trouble with this book try this: If you are standing on the edge of the rock you are in the zone The Great Sea and you wont be able to see the book! Take a few steps closer in and you will shift into Azsuna. If the book is there you will see it when you are in Azsuna and you cant get to close to it when reading bcs you will enter The Great Sea again. When i found this out i saw someone sitting on the edge camping (in the great sea zone) i took a few steps in on the rock, got phased, the player vanished and the book appeared. Did it a few times to be sure. Since opposite faction i couldnt tell the player to move and i /emoted like crazy, in vain and the book eventually despawned :(

The toy appears to port to the same location when used in the same day. This appears to be the location where that day's book spawns. My experience on a US realm matches the schedule in the current highest rated comment for EU realms:

- Used toy on Monday, found Chapter 2.
- Used toy on Tuesday, found Chapter 3.
- Used toy 3 times on Wednesday, was repeatedly ported to the location of Chapter 4. Had to wait there for this one until it spawned.

Books appear to despawn within a few minutes of being clicked. They appear to respawn again in perhaps 20 minutes.

As a heads up, the books don't despawn exactly at midnight. I snagged one I forgot at 12:08 AM the next day, and it was still there, though you'd have to reach the area manually.

Except that's not correct at all =( From the best I can tell, books aren't up unless its on their day (see Graknak's post for days and books).

The books are available every day. The tome will only port you to one location each day as already mentioned in several other posts. However, I have found multiple books in one day. I have found books 2, 3, 5 and 6 in the same day about 10-15 minutes apart by just flying to the known locations. However, they do despawn after about 5 minutes after opening one. They will respawn later, but I haven't stayed around to see how long the timer actually is.

It is worth noting, that Oceanic servers are a day ahead with the telports, but not with the books. I teleported on thursday to book 5 but it was not there until friday (camped it for 30 mins, which is supposed to be the respawn timer for the books). Hope this helps
