rare spawn in the area leading up to the deadmines instance. I found him right in front of the undead section.

I found him right before the Undead area as well, but his "Polymorph" attack doesn't really function as a regular Poly.

You turn into a chicken but do not regenerate your health. While affected, you are unable to cast spells and all damage dealt is reduced 66%. Besides that, you hold complete control over your character.

Found him outside the instance, just right before the undead part.
Also note that he was immune to Sap.

I found him near where Marisa sometimes spawns; he was by the pool of water next to the chute that leads up to another part of the mine.

He spawned immediately after I killed Marisa du'Paige by the little water whole in the back. He dropped which doesn't appear on this loot table nor is he listed as a mob that drops it.

Respawn timer is a good deal faster than two days, I killed him again 6 hours later today - still no where near as fast as Marisa du'Paige

i just killed them at my lv18 pala and got 1200xp from each!
that's an awful lot of xp at that level!

Now that most of the hostile mobs outside the Deadmines instance are gone, the Brainwashed Noble is much more likely to be noticed and killed by passing adventurers, making him hard to find sometimes.

Randomly bumped into this guy while on a run-thru with a guildie. He pops up looking like one of the homeless so make sure u have Vitality Bars on when you go thru here

For some reason Pitbull Unit Frames classifies this as a boss instead of a rare.

Edit: same can be said for Marisa du'Paige.

I find it weird he's referred to as a "Brainwashed" Noble. I thought the whole thing with the Defias Brotherhood was they were supposed to be morally grey, or at least sympathetic. Maybe this noble actually just cares more for the common folk than the ones you're working for.

After farming this guy for 3 days, I determined that his spawn timer can be as short as 40 minutes but that it's more common for him to spawn 50 or 60 minutes from the last kill.

I used 2 druids to camp him so I could track humanoids in my cat form because my rarescanner addon wouldn't often detect him unless I was directly on top of him. I liked to sit at 45.58 46.93, which is a spawn point for him, that way I can see over the bridge to 61.64 66.27 while also being able to see if a red dot would pop up on my mini map at 57.87 43.27 (on the small bridge that isn't a bridge). One druid was in war mode so I could have 2 shots at him in an hour. Being able to prowl in war mode saved me from being killed by other players.

Out of all my kills I only saw the Staff of Nobles one time but received the Staff of Conjuring 3 or 4 times, one upgraded to a purple version, and I gave most of them away to other players that needed it either for gear upgrade or for their mog collection.
