This is the NPC that spawns on the ground when you use the guiding orb on the Ensorcelled Everwyrm from the Heroic and Epic editions of Shadowlands.

He grants you the quest, , which grants the adventurer the transmog set for pre-ordering the Heroic or Epic editions of the Shadowlands expansion. As of right now, it appears the drops for the quest come from 120 enemies on KT and Zuldazar. VERY low drop chance.

As soon as this was announced, I went to Freehold on normal and solo'd all the humans there as a tank, finished it all in around 4-5 hours.

Also the drops on the echos seem to vary here, as in other places it would too. I'd do 7 clears and none would drop, then I'd get 8 from 2 packs; it all varies so keep at it!

Xolartios is an NPC which you can summon by using the Guiding Orb, located on the back of the Ensorcelled Everwyrm (which is a Shadowlands Heroic/Epic Edition pre-purchase) mount.
He will give you the quest The Eternal Traveler in which you need to collect 40x Echo of Mortality.

These items are random drops from any mob located within Kul Tiras or Zandalar (this also includes dungeons). Your first daily looting can reward you approximately between 5-7x Echo of Mortality, but from there-on, it is a very low drop chance. The preferred farming method is by killing Blood Trolls at the Blood Gate in Zuldazar. Personally, it took me just short of 2 hours to collect 40x in an efficient group.

Successfully obtaining the Ensemble: Vestments of the Eternal Traveler on one character will also make it usable by all other characters, thus implying that you don't need to do the quest on every single character you'd like to use the transmog set on.

For those, like me, wondering "What is this? Why is everyone forming group for Echo/Echo of Mortality Farm?"

This quest is available once you have Heroic or Epic Edition World of Warcraft's newest expansion, Shadowlands.

The flying mount (Ensorcelled Everwyrm) grants a quest, The Eternal Traveler, for the Ensemble: Vestments of the Eternal Traveler transmog set.

Just a comment: I was riding into the Darkmoon Faire today, on my Paladin. In the playground on the left, this NPC was standing offer me a quest. I was not on the wyrm mount. I had not done anything lately to trigger the quest AFAIK. I took the quest and he vanished. Just wanted to offer this datapoint.

To spawn him you need to mount your wyrm, hover over with your mousepointer behind your character and click on the armor piece and Xolartios will appear :)

This doesn't seem to have been mentioned here yet. I have not purchased the Heroic or Epic editions of Shadowlands, only the Base edition, yet I randomly found this NPC near someone else's mount and was able to accept the quest.

If you, like me, are confused because you have this quest even though you only bought the standard shadowlands, you can turn it in by finding someone else that has the Ensorcelled Everwyrm and clicking the little cog on the back of the mount to summon the quest giver. I'm not even sure how I obtained the quest, but it gave me the appearance set so I'm not complaining!

THIS NPC SPAWNED OFFERING ME The Eternal Traveler IN SILITHUS (NEXT TO THE PORTAL) AFTER EARNING THE Power Is BeautifulIS BEAUTIFUL ACHIEVEMENT.

DUE TO THE MISLEADING COMMENTS, I eventually confirmed that he can spawn from someone else's mount too.

We really need clarification one WHERE THIS GETS TURNED IN.

Do people just randomly have to wait until someone happens to be around with one of these mounts or what? I don't have this mount and have no intention of getting it. I don't even really know where the quest came from.

Now that it's completed, I would like to know EXACTLY how it gets turned in.

Connected to Ve'nari post 9.2.5

After she fakes her death, she meets the Eternal Traveler and he becomes her guide through the cosmos.

Small spoiler: At the end of Shadowlands, Ve'nari (a major NPC in the expansion) fakes her death and heads off to travel the cosmos. She writes the Maw Walker to say she met someone named Xolartios who agreed to serve as her guide. This character? It would seem so!

There are a lot of useful comments here for people with this mount.
I have the quest from sometime earlier. However, I don't have the mount and all the information I can gather here and from googling in general is that there is no way for you to turn this in, unless you can summon him yourself, or from someone else's mount.
Would it kill them to plant a copy of this NPC literally anywhere in the world....
Or at least have the decency to make only the players with this mount eligible for picking up this quest.
I recognize that this is 4 years later, but it's disheartening to see.
