If you belong to the Night Fae Covenant she'll be inside the tree at 59.6, 33.2 (just inside the main entrance and to the right).

If you don't belong to the Night Fae Covenant she'll be in Heart of the Forest at 48.5, 50.5 (next to Flwyngyrr the Inkeeper).

To add to the above comment. You can also find ALL 5 quartermasters In the "Enclave", to the far left when facing the main table.

The Oribos version is Liawyn located in The Enclave, Oribos at 47.5, 76.5

The Quartermaster for The Wild Hunt can also be found in Ardenweald. Aithlyn is the quartermaster and if you belong with the Night Fae Covenant, you can find her at 59.4, 32.6 inside The Heart of the Forest.

If you don't belong to the Night Fae Covenant, she'll be outside the Heart of the Forest at 48.5, 50.5 next to Flwngyrr, The Innkeeper.

When I try to enter the Heart of the Forest to pick up a quest from Aithlyn, I get teleported out. I'm not Night Fae... but the NPC has a "!" over their head and I'm not able to get to her to accept the quest.

At the moment, she is in both the non-Night Fae *and* Night Fae locations. Which means if you have not taken her quest, you may see that she has a quest over her head, even if you're not Night Fae.

Don't be fooled: just go to her location nearby at the Innkeeper (Flwngyrr) and pick up the quest there.
