Mechanics like this do not belong anywhere near M+.. we are not there to do dumb mini games we are there to blast. It's crazy Blizz just doesn't understand common sense.
Instead of the tank pulling ahead and running off like Forrest Gump, they can pull elites and go around the back of the cart, now they can stay inside the light with the elite running behind the cart never having a chance to even get in the light to stop it moving.The only issue here is that if you do it right you end up with the entire room following the cart and eventually it has to stop, with the entire room crashing down on the cart.
If a mechanic requires an out-of-game in depth blue post explanation, maybe it's just a bad design.

It is an unnecessary mini-game that makes no sense in time-sensitive content; remove this part!
Its not rocket science.Pick up a candle as tank, pull a third or half the room(depending on how much you can handle), run back, aoe. repeat.
Just keep the Minecart light at 90 and it never stops and everyone can dps/heal together
Every M+ dungeon with a built-in minigame has been nothing but a nightmare to me (Mists maze, Mechagon stealth, DoTI gauntlet)
