latest blizz "Talk" about the patch they said that they had no plans to make them playable when were asked "If we will be getting them" sadly.

If anything this is evidence that they WON'T become a playable race. They're just trying to satisfy people who want them with this so they don't have to actually make them a playable race.
These consumables suck. Give us a toy with the same 1 hour duration and a 1 hour or less cooldown.
If transmog shows on you while transformed into an ethereal (which I highly highly doubt it would) it would essentially confirm them as a future race; and if no, then its no different than toys that transform you into other non playable races.
