The first 3 Ethereal Strands are obtained during the Patch 11.2 campaign, from the quest The Tabiqa. Afterwards, they can be obtained from the following activities, provided you're not capped:

Completing Warrant quests in K'aresh;

From the chests at the end of Delves;

Looted from raid bosses in the Manaforge Omega raid;

Looted from bosses in The War Within Season 3 dungeons;

Obtained from winning PvP matches in The War Within Season 3.

In week 1 you stop at 3/5. Apparently you should get a quest called "A Skip Through the Void" but that didn't happen. So now my alt has no cloak and no way to obtain it.Comment by PyromelterTo unlock the skip option under the campaign quest, you need to do the pink triangle quests from Shad'anis and Hashim. Your alt has to talk to Lotus Walker in Dornogal and take the portal to Tazavesh. When you go to accept the quest "Restoring Operational Efficiency", you should see an option to skip. You need to talk to Hashim at Overlook Zo'Shuul in K'aresh, and ask him for new Reshii Wraps. You'll have to buy the fiber if you use the skip.
