This looks SO much like a weapon intended for a «support» type spec.My guesses it that is was scrapped from 10.1 and will arrive in 10.2 instead. Probably wasnt finished or something. :)The weapon looks cool though
Based on the explanations of how Oathbinder worked in the past, creating a sense of connection, I would suspect that this items effect will be something that benefits from stacking Evokers in your group, similar to some of the covenant leggos from Shadowlands, in which case it will be a cool item for players to chase on their own but may only be important for power if you are stacking evokers in your M+ or raid team.

I wonder how we will obtain these encrypted recipes, as all classes must have some way to get them. It is very unlikely that vendors will just have them ready to buy for everyone. Most likely they will also drop from raid bosses. "Deathwing's Final Moment" is another good source for them.

If it is acquired by crafted items and a quest, I'm all for it. Let it be a long grind or expensive as hell - what ever.But please, for the love of everything, don't let it be a low percentage drop.
You normie casuals getting upset that Evokers could be getting an Evoker legendary, in a raid where Evokers were created, from an Evoker end boss, in the expansion Evokers were introduced, using an item Deathwing used specifically for them to not have their own free will, in a story where they are finding their place in the world with free will, is absolutely insane to me.To people complaining about DKs, they got shadowmourne, in the same expansion. It doesnt matter if its in the 2nd tier, or the last tier, they got it. Mages and warlocks had Atiesh. Priests and druids COULD use it, but lets be real, no 40 man raid is gearing a druid or priest with atiesh first, not in original classic at least.Rogues had fangs of the father.Casters AGAIN got Dragonswrath. Healers got Valanyr.Then there is obviously the other crafted legendaries Sulfuras and Thunderfury.Complaining about an evoker legendary in an evoker expansion where we kill an evoker end boss is just stupid.
