I went through the same thing with a former employer, when our system was changed from merit-based performance reviews to what they called 'forced ranking'. It was a garbage idea back then, and this sounds the same. It is entirely possible to have a group of workers with nearly identical performance scores, whether low or high, but arbitrarily creating a system which shoves square pegs into round holes by creating huge gaps between each 'tier' is just corporate nonsense. You can bet all the execs get their share, regardless. We've all heard of the CEO that quit 2 wks after hire w/o ever even entering the workplace, collecting a 3M payout without even lifting a finger. That's what forced ranking pays for, executive level grift.
Quotas are bad in nearly every form and in nearly every place they are implemented. Performance quotas, diversity quotas etc. Get rid of this stuff and just treat people like individuals.

This is a thing in any company though and this is a good thing.If I don't perform well at my job, I will also get a meeting around it and will be told to increase my productivity and performance.
Why can't Blizz just not be awful? Why is that so hard?

Good for Brian for making a stand. But this corporate bull -ish is not solely a Blizzard issue. It's just reality under Capitalism. And sadly I doubt anything will change.
